To lead and coordinate all Mechanical & Electrical (M&E) engineering aspects for Rafulin Holdings projects to ensure that the designs, tenders, and project execution comply with technical standards, cost targets, client requirements, and relevant authority regulations. The role provides technical leadership to ensure smooth coordination between engineering, tender, and site execution teams.

JOB RESPONSIBILITIES:
M&E Design & Technical Management
- Review and validate M&E designs, calculations, drawings, and technical submissions prior to client or authority submission.
- Ensure compliance with Malaysian standards, authority requirements, and client specifications.
- Provide technical direction to engineering teams during design coordination and shop drawing stages.
- Lead design coordination meetings and resolve clashes between M&E and civil/architectural works.
- Evaluate alternative systems and materials to improve technical performance and cost efficiency.
Tender & Pre-Contract Support
- Lead M&E technical input during tender preparation.
- Review M&E scope of works, BOQ, and technical specifications.
- Verify quantity take-offs and support QS in cost analysis.
- Propose value engineering solutions to improve tender competitiveness.
- Participate in technical clarifications, client presentations, and negotiation meetings.
- Assess technical risks during tender stage and recommend mitigation strategies.
Project Execution & Site Coordination
- Oversee M&E implementation across multiple project sites.
- Ensure works are executed in accordance with approved drawings, method statements, and project schedules.
- Provide technical support to site teams for troubleshooting and resolving site issues.
- Monitor progress against milestones and highlight risks affecting delivery.
- Coordinate with clients, consultants, subcontractors, and suppliers to ensure seamless project execution.
- Supervise testing, commissioning, and handover processes.
Quality, Compliance & Cost Control
- Ensure all M&E works comply with relevant Acts, regulations, and industry standards.
- Identify technical, safety, and operational risks during design and execution.
- Conduct technical audits and design reviews.
- Ensure proper documentation including as-built drawings, O&M manuals, and commissioning reports.
- Support internal and external audits where required.
Team Leadership & Development
- Lead and mentor M&E engineers and site personnel.
- Allocate responsibilities and monitor performance.
- Promote safety culture and technical discipline within the team.
- Support talent development and succession planning within the M&E function.
JOB REQUIREMENTS:
- Bachelor's Degree in Mechanical / Electrical Engineering or Equivalent
- Minimum 7-8 years working experience in M&E engineering within project-based environments.
- Proven experience managing M&E works across the full project lifecycle (tender, design coordination, execution, testing & commissioning).
- Proficient in AutoCAD and Microsoft Office; exposure to Microsoft Project or equivalent scheduling tools is an advantage.
- Strong understanding of Malaysian statutory requirements and authority approval processes.
- Advanced skills in negotiation, communication, and analytical thinking.
- Excellent command of English (written, spoken, and comprehension).
