Chubb is looking for a dynamic and experienced Assistant Workforce Manager to support our Technology & Operations business across the Asia Pacific region. This person will work closely with Technology & Operations Leaders & Chubb HR Team to enhance workforce capabilities. As the Assistant Workforce Manager for Chubb Insurance, you will be responsible for supporting the APAC leadership team in co-designing, implementing, and evaluating workforce planning strategies for the Asia Pacific region, to extract maximum benefit from our people and create a superior employee experience.

You understand the importance of being able to work under pressure, balance competing priorities and quickly adapt to changes, whilst ensuring deadlines are always met. You can work autonomously and be self-directed (after confirming priorities/expectations with your manager) in your daily tasks and will persevere to find resourceful and innovative ways to overcome obstacles.

Key Responsibilities

Workforce Planning & Headcount Management

  • Support in the planning and requisition processes for all Technology & Operations across Asia Pacific.
  • Manage all staffing data across Asia Pacific including the data management of contingent workforce.
  • Own the headcount and data management of all APAC staff including strategic delivery centres in India and KL.
  • Collaborate with HR teams across the region to ensure staff records are accurate, and in-line with Chubb's various people categorization requirements.
  • Strategic workforce planning including tracking of various workforce initiative timeline and benefits
  • Generate reports and present findings to leadership, recommending strategies for optimizing workforce.
  • Analyzing Technology-wide workforce metrics such as hiring velocity, turnover rates, diversity, and vacancy rates to identify trends and areas for improvement.
  • Partner with the APAC Technology & Operations leadership team, along with HR, to support the rollout and continuous evolution of the TechOps Operating Model, ensuring workforce structures, roles, and team designs remain aligned with strategic delivery principles.
  • Support the APAC Workforce Manager to triage and qualify people needs and adherence to TechOps Operating Model principles.
  • Work with leadership to ensure capacity & capabilities are identified and maximized.
  • Prepare structured briefing materials, data packs, and workforce dashboards to support leadership decision-making at squad, chapter, and domain levels

Engineering Assessment Management

  • Design and coordinate the rollout of engineering competency assessments across APAC technology teams, working with chapter leads and engineering managers to evaluate technical proficiency levels against defined role benchmarks.
  • Manage end-to-end assessment logistics, including scheduling, communication, tooling, and results collation, ensuring a consistent and fair experience for all participants.
  • Analyze assessment outcomes to produce actionable insights for learning & development planning, internal mobility decisions, and workforce capability strategy, presenting findings to the leadership team with clear recommendations.
  • Maintain an assessment calendar and framework that evolves with changing engineering standards and business needs, establishing a regular cadence across all APAC delivery centres.

Skillset Database & Capability Management

  • Own and maintain the APAC skillset database, ensuring employee profiles are regularly updated to accurately reflect current technical competencies, certifications, tools proficiency, and development milestones.
  • Establish and drive adoption of a consistent process for skillset data capture and refresh across all APAC squads and chapters, working with chapter leads to ensure completeness and accuracy.
  • Leverage the skillset database to support capacity planning, internal mobility initiatives, succession planning, and strategic workforce decisions, providing on-demand skills gap analysis to leadership.
  • Collaborate with Chubb Learning & Development to align the skillset database with development plans, training completions, and qualification records, ensuring a single source of truth for people capabilities.
  • Support Chubb AI agenda by advocating use of AI to APAC employees

  • Work with leadership team to plan & design culture programs, from internal awards and recognition, to team building activities and social clubs
  • Champion AI agenda among employees and advocate culture of continuous improvement
  • Advocate initiatives that ensure that our culture is inclusive and representative of diverse perspectives

Qualifications

Education, Knowledge, Experience:

Education

  • Bachelor's degree in Business Administration, Human Resource, Statistics or IT-related field

Tools Knowledge & Certifications

  • Proficient in Microsoft Office & Collaboration Suite (Word, Excel, PowerPoint, Teams, SharePoint, etc.)
  • Data Visualization tools such as PowerBI (preferred)
  • Experience with use of AI tools preferred

Work Experience

  • 8 years of experience as an Assistant Workforce Manager, or in a similar role, preferably in a dynamic and fast paced environment
  • Experience with L&D and enablement
  • Knowledge of IT program management, SDLC and Agile methodology concepts
  • Experience in a large multinational corporation, technology or insurance experience preferred
  • Experience working with stakeholders across different levels, countries, and cultures
  • Experience working with HR systems and data analytics tools
