Associate I, Development, Planning & Capital Works (PCW) (Executive)

JOB SUMMARY

• To process Development Order / Planning Approval, Tapping Point and Water Supply System submissions based on Local Authority and SPAN's technical requirements for new developments in Selangor, WP Kuala Lumpur, and Putrajaya.

KEY DUTIES AND RESPONSIBILITIES

Main roles and responsibilities

• Supervise, mentor, and provide technical guidance to engineers and technical staff within the Zone Unit to ensure consistent quality of work and professional development.
• Review and endorse technical recommendations and engineering assessments prepared by team members before submission to the Head of Section.
• Coordinate with internal departments to resolve technical issues related to water supply planning, tapping point, and reticulation system.
• Conduct technical evaluations and feasibility studies for complex or high-impact development projects.
• Lead technical discussions and negotiations with consultants, developers, and government agencies to resolve engineering and operational issues.
• Ensure all proposed external water supply system designs comply with Air Selangor standards, SPAN requirements, and relevant engineering codes and specifications.
• Review hydraulic analysis, demand projections, and system capacity assessments to ensure the reliability and sustainability of proposed water supply systems.
• Monitor the performance and workload of the Zone Unit and recommend process improvements to enhance operational efficiency and service delivery.
• Assist the Head of Section in developing section policies, standard operating procedures (SOPs), technical guidelines, and best practices.
• Lead continuous improvement initiatives to improve engineering processes, design reviews, and customer engagement.
• Prepare management reports, performance analyses, and technical presentations for management and regulatory authorities.
• Support audit activities by ensuring technical documentation and project records are complete, accurate, and compliant with company and regulatory requirements.
• To check technical drawings and prepare technical comments for new external water supply system design in accordance to SPAN Uniform Technical Guidelines.
• To calculate and prepare valuation on capital contributions before submitting to Head of Section for verification.
• To study and locate sustainable tapping point including water pressure for design purposes before tabling to JKP meeting for consideration/approval.
• To prepare JKP papers on new external water supply design before tabling in the JKP Meeting.
• To present JKP papers in the JKP meeting.
• Preparation of working paper(s) as and when required by the Management.
• Attending and representing Air Selangor in the Local Authority and Government Agencies meetings and other internal meetings as required by the Management.
• To assist Unit Head in conducting discussions with Consultants / Developers in relation to their submitted proposed water supply design during Consultancy Day or as when required.
• To do other duties as and when required by the Management.

Minimum Qualifications

• Recognised Honors Bachelor Degree in Engineering preferably in Civil or equivalent.
• Minimum 7 years experience in water supply system.
• Experience in designing water supply system is an advantage
• Sound knowledge in hydraulics and fluid mechanics.
• Knowledge in design of water supply system based on SPAN UTG.
• Knowledge in approved materials/products for water supply system is an advantage.
