Job Description

JOB SUMMARY

The Executive, Quantity Surveying (QS) Sub-Unit is responsible for supporting and coordinating quantity surveying, commercial, procurement, and project management activities for water industry projects. The role covers both pre-contract and post-contract functions, including quantity take-offs from drawings and specifications, preparation and review of Bills of Quantities (BQ), cost estimates, quotations, tender and pre-qualification documents, as well as supporting tender evaluation and procurement processes. The Executive also assists in monitoring project costs, contractual matters, project progress, and coordination with consultants, contractors, and internal stakeholders to ensure projects are delivered within the approved scope, cost, quality, and timeframe. The position requires familiarity with SPAN Uniform Technical Guidelines (UTG), relevant technical and contractual requirements, Quality Management System (QMS) procedures, and the ability to undertake project management responsibilities and ad hoc assignments as required.

KEY DUTIES AND RESPONSIBILITIES

  • Prepare quantity take-offs, Bills of Quantities (BQ), cost estimates, and pricing schedules based on project drawings and specifications.
  • Prepare and review quotations, pre-qualification documents, tender documents, and other procurement-related documentation.
  • Evaluate tender and quotation submissions, including rates, quantities, pricing, and commercial compliance.
  • Administer post-contract QS activities, including progress valuations, payment claims, variation orders, and final accounts.
  • Monitor project costs, budget utilization, contractual commitments, and potential commercial risks throughout the project lifecycle.
  • Coordinate and monitor project planning, implementation, progress, and completion in accordance with the approved scope, cost, quality, and programmer.
  • Coordinate with consultants, contractors, suppliers, and internal stakeholders to facilitate the timely execution and resolution of project-related matters.
  • Monitor project schedules, milestones, deliverables, site progress, and performance, and provide updates to management on project status.
  • Assist in managing project risks, technical issues, contractual matters, changes, and other challenges that may affect project delivery.
  • Prepare project reports, progress updates, management papers, and relevant documentation, and support meetings, site inspections, and other project management activities.

Minimum Qualifications

  • Bachelor's degree in quantity surveying, civil engineering or equivalent
  • Experience : Minimum 1 – 3 years of experience in water industries or relevant field.
  • Quantity surveying principles, quantity take-offs, Bills of Quantities (BQ), and cost estimation.
  • Tendering, procurement procedures, commercial evaluation, and contract administration.
  • Cost control, progress valuation, variation orders, payment claims, and final accounts.
  • Project planning, scheduling, monitoring, and coordination for water infrastructure projects.
  • Project delivery, contractor management, risk management, quality control, and site operations.
