Job Description

About The Role

The Business Development Manager is responsible for driving strategic market development and opportunity creation for Aras Integrasi across priority government and enterprise sectors. The role focuses on identifying and shaping high-potential opportunities, strengthening strategic partnerships, and translating market intelligence into actionable growth pathways aligned with Aras's sovereign AI and national digital positioning.

1. Strategic Market Development

  • Support vertical prioritization across federal, state, GLC, and selected enterprise sectors based on strategic fit and market potential.
  • Develop sector-specific opportunity maps aligned with national priorities (e.g. AI adoption, digital government, smart infrastructure, sovereign technology).
  • Translate market needs into structured opportunity hypotheses for Aras solutions.
  • Strengthen Aras's market positioning by articulating clear strategic relevance.

2. Opportunity Origination & Pursuit Development

  • Identify and qualify emerging opportunities before formal procurement or tender release.
  • Engage stakeholders to understand institutional priorities, problem statements, and timing signals.
  • Build and maintain opportunity dossiers, stakeholder maps, and pursuit strategies.
  • Coordinate internal teams to shape early solution concepts and strategic responses.

3. Strategic Partnerships & Ecosystem Development

  • Identify and cultivate strategic ecosystem partners, including technology providers, system integrators, consultancies, and institutional enablers.
  • Develop collaboration pathways that expand Aras's market access and solution relevance.
  • Coordinate joint positioning efforts, capability mapping, and partnership activation.
  • Convert successful collaborations into referenceable market assets.

4. Market Intelligence & Strategic Reporting

  • Track competitor positioning, ecosystem movements, procurement patterns, and policy shifts.
  • Maintain strategic opportunity pipeline visibility and progression dashboards.
  • Produce regular market insights and opportunity recommendations for BD leadership

5. Offering Development & Strategic Packaging

  • Support development of structured solution offerings with defined use cases, indicative pricing frameworks, and deployment models.
  • Help package repeatable propositions that can scale across ministries, agencies, and industries.
  • Ensure market feedback is translated into offering refinement.

Qualifications & Experience

  • 5–8 years in business development, strategic partnerships, consulting, or market development
  • Experience in GovTech, enterprise technology, digital transformation, or public sector engagement
  • Familiaritywith Malaysian government structures and procurement environments preferred

  • Government & Stakeholder Navigation – Strong ability to build trusted relationships and navigate institutional dynamics across government and enterprise ecosystems.
  • Partnership & Ecosystem Development – Experience developing strategic partnerships that expand market access, strengthen positioning, and enable collaborative opportunities.
  • Strategic Communication & Execution Discipline – Strong communication, coordination, and organizational skills with disciplined follow-through across multiple initiatives.
