Role Description

Reporting to Chief of Rail, the incumbent is responsible for the legal compliance, safety, and technical integrity of all high-voltage (HV) and low-voltage (LV) electrical installations within the RAC rail network. The CEE will act as the authorized person to manage, operate, and certify electrical works, ensuring adherence to the Energy Commission (Suruhanjaya Tenaga - ST) standards and regulations.

Key Responsibilities

Regulatory Compliance & Government Liaison

  • Statutory Compliance: Oversee all electrical installations to ensure 100% compliance with the Energy Commission (Suruhanjaya Tenaga - ST) requirements and all applicable Malaysian regulations.
  • Utility & Agency Coordination: Act as the lead liaison with ST and Tenaga Nasional Berhad (TNB) for power supply applications, licensing matters, regulatory audits, and mandatory inspections.
  • Competency Management: Coordinate and verify that all contractors appoint and provide ST-certified competent personnel for the operation and maintenance of electrical installations as per legal requirements.

Technical Governance & Advisory

  • Strategic Advisory: Provide high-level technical input and engineering advisory support for all electrical system projects and Value Interpretation initiatives within RAC.
  • Stakeholder Representation: Lead and attend high-level maintenance and coordination meetings with contractors, railway operators (e.g., KTMB), and representatives from the Ministry of Transport (MOT).
  • Safety & Corrective Action: Ensure the prompt implementation of corrective actions to mitigate safety non-compliance, technical defects, or hazards identified during audits or site inspections.

Asset Integrity & Site Oversight

  • High-Voltage (HV) & Low-Voltage (LV) Oversight: Conduct strategic site visits (monthly/quarterly per ST guidelines) to inspect the condition, safety, and operational performance of critical electrical infrastructure.
  • Project Supervision: Supervise and provide technical guidance for complex maintenance works, troubleshooting activities, and specialized electrical engineering projects.
  • Audit Support: Monitor and coordinate full cooperation during inspections conducted by the Energy Commission or other appointed RAC representatives.

Contractor Management & Quality Assurance

  • Maintenance Monitoring: Oversee the implementation of periodic inspections, cleaning, testing, and calibration activities performed by appointed Contractors.
  • Performance Verification: Review and verify the technical necessity and quality of repairs or component replacements performed by Contractors.
  • Reliability Assurance: Ensure Contractors maintain all electrical installations in optimal working condition to guarantee safe and reliable power supply for rail operations and commercial tenants.

Qualifications

  • Master / Degree in Electrical Engineering recognized by the Board of Engineers Malaysia (BEM).
  • Must possess a valid Certificate of Competency as a Competent Electrical Engineer (132kV) issued by the Energy Commission (Suruhanjaya Tenaga).
  • 1015 years of hands-on experience in managing high-voltage substations, power distribution, or railway traction power systems.
  • Familiarity with Electricity Supply Act 1990 and Electricity Regulations 1994.
  • Strong leadership and technical background.
  • Prior experience within the Malaysian Railway sector and direct exposure to TNB's technical and administrative processes is highly advantageous.
  • Excellent communication skills, negotiation, and stakeholder management skills.
