The Chief Human Resources Officer (CHRO) is responsible for leading the overall Human Resources strategy, policies, and operations of the organization. This role provides strategic leadership and oversight across all HR functions including talent acquisition, employee relations, compensation & benefits, performance management, industrial relations, organizational development, succession planning, learning & development, payroll governance, and compliance with Malaysian employment laws.
The CHRO serves as a strategic business partner to the CEO and leadership team, ensuring the company attracts, develops, retains, and engages top talent while fostering a high-performance and compliant workplace culture.
Key Responsibilities
1. HR Strategy & Leadership
- Develop and implement the overall HR strategy aligned with business goals and organizational growth plans.
- Act as a strategic advisor to the CEO and senior leadership team on all people-related matters.
- Lead HR transformation initiatives, policy enhancement, and process improvement.
- Establish workforce planning strategies to support business expansion and operational requirements.
- Drive succession planning and leadership development programs.
2. Talent Acquisition & Workforce Planning
- Oversee manpower planning, recruitment strategy, and employer branding initiatives.
- Ensure effective hiring processes for all levels including executive, technical, and leadership roles.
- Develop talent pipelines for critical business functions and future growth.
- Strengthen onboarding and employee integration processes.
3. Compensation, Benefits & Rewards
- Review and enhance compensation structures, salary benchmarking, and employee benefits programs.
- Ensure competitive and equitable reward strategies aligned with market standards.
- Oversee payroll governance and ensure statutory compliance.
- Drive performance-based reward systems and recognition programs.
4. Employee Relations & Industrial Relations
- Lead employee relations strategies and workplace harmony initiatives.
- Oversee disciplinary matters, domestic inquiries, grievances, misconduct cases, and dispute resolution.
- Ensure compliance with Malaysian Employment Act, Industrial Relations Act, and all relevant labour laws.
- Represent the company in employment-related matters where required.
5. Performance Management & Organizational Development
- Design and implement effective performance management frameworks including KPI, KRA, and appraisal systems.
- Drive employee engagement, retention, and productivity initiatives.
- Lead organizational restructuring and change management programs where necessary.
- Promote a strong culture of accountability, collaboration, and performance excellence.
6. Learning & Development
- Establish learning strategies to support employee growth and business capability building.
- Identify leadership development and succession opportunities.
- Drive training plans aligned with business needs and compliance requirements.
7. Governance, Compliance & HR Policies
- Ensure all HR policies, procedures, and practices comply with Malaysian employment legislation.
- Review and strengthen HR governance, risk management, and internal controls.
- Lead audits relating to HR compliance and statutory obligations.
- Maintain proper documentation and confidentiality across all HR matters.
Requirements
- Bachelor's Degree in Human Resource Management, Business Administration, Law, Psychology, or related field.
- Master's Degree and/or professional HR certification (e.g., MIHRM, CIPD, SHRM, PHR, SPHR) is an added advantage.
- Minimum 12–15 years of progressive HR experience, with at least 5 years in senior HR leadership roles.
- Strong experience across strategic HR management, industrial relations, and organizational transformation.
- Experience handling multi-functional HR operations in medium to large organizations.
- Strong exposure to Malaysian employment law and HR compliance.
- Strong leadership and strategic thinking capabilities.
- Excellent stakeholder management and business partnering skills.
- Strong knowledge of Malaysian labour laws and industrial relations practices.
- Experience in policy development and HR governance.
