Key Responsibilities
Project Planning & Feasibility
- Review project feasibility in coordination with the design and finance teams, applying hands-on high-rise construction knowledge to assess structural and buildability constraints.
- Lead, manage, and monitor the Master Project Schedule, defining critical milestones for design, procurement, and construction phases across complex, multi-storey developments.
- Coordinate with architects and consultants to ensure designs are practical, cost-effective, and fully compliant with local building codes and high-rise regulatory requirements.
Statutory Approvals & Liaisoning
- Lead and manage the process of obtaining all necessary building approvals and related permits from local authorities, with particular attention to high-rise-specific compliance requirements.
- Liaise with government departments, consultants, and contractors to ensure full regulatory compliance and avoid legal or statutory delays.
Construction Management & Execution
- Lead and manage consultants to ensure all site operations progress in accordance with the schedule and meet all project milestones, leveraging deep expertise in high-rise construction sequencing and methodology.
- Enforce strict Quality Assurance/Quality Control (QA/QC) standards across all phases of high-rise construction — from substructure and superstructure through to architectural finishes and handover.
- Implement and enforce stringent Health, Safety, and Environment (HSE) protocols, with demonstrated understanding of elevated-risk site conditions inherent to high-rise developments.
- Manage consultants and contractors to ensure adequate allocation of specialist machinery, equipment, and resources suited to high-rise construction demands.
Construction Management & Execution
- Monitor and manage the consultant to ensure site operation works is progressing as per the schedule and meet all project related milestones.
- Monitor and enforce strict Quality Assurance/Quality Control (QA/QC) standards. Conduct regular inspections to ensure materials and workmanship meet specifications.
- Monitor and Implement and enforce strict Health, Safety, and Environment (HSE) protocols on site.
- Assist in managing the consultants/ contractor ensuring adequate allocation of machinery, equipment and resourcing to the delivery of the project.
Budgeting & Cost Control
- Monitor and manage project costs in close collaboration with the Cost & Contract (C&C) department to ensure strict adherence to the Project Budget throughout the full high-rise construction lifecycle.
- Review and approve Bills of Quantities (BOQs), material reconciliations, and subcontractor billing with rigorous cost discipline.
- Champion cost control initiatives to minimise wastage and optimise resource allocation across all construction phases.
- Support the C&C department on variation orders, Extensions of Time (EOT), and administrative matters through project lifecycle and closeout.
Stakeholder Management & Reporting
- Serve as the primary point of contact for all site works, representing TRXC's interests across consultants, contractors, and external stakeholders.
- Review and manage the preparation and presentation of progress reports in alignment with TRXC's reporting requirements.
- Prepare and submit TRXC's monthly project progress reports with accuracy and timeliness.
Risk Management & Problem Solving
- Proactively identify and support the Project lead on potential project risks (technical, financial, or logistical) and develop mitigation plans.
- Drive timely resolution of site disputes, technical issues, and unforeseen site conditions to safeguard schedule and cost targets.
Requirement
- Bachelor's Degree in Civil Engineering or a related field.
- Minimum of 15 years of site-based construction experience, with a substantial and demonstrable track record in high-rise commercial development.
- Must be operating at or have held the designation of Construction Manager, with proven ability to lead multi-disciplinary site teams independently.
- Extensive experience managing the full high-rise construction lifecycle — from piling, foundation, and substructure works through superstructure, façade, M&E coordination, architectural finishes, and project handover.
- Strong track record managing main contractors, specialist subcontractors, and consultants on large-scale, high-rise commercial projects.
