Job Description

ROLE PURPOSE

Establish business and functional requirements for the development and enhancement of statistical systems encompassing end-to-end data collection, validation and integration of granular financial derivatives, and ensuring business needs are accurately translated into project deliverables in accordance with regulatory and stakeholders requirements and meeting international, national, and industry wide compilation/ dissemination standards and methodologies.

PRINCIPAL ACCOUNTABILITIES

Overall Project Execution:

  • Collaborate with Project Management Team/Office, Jabatan Teknologi Korporat (JTK) and identified User Departments for the implementation of granular financial derivatives data collection under the Project STREAM.
  • Provide update to Project Management Team/Office on progress and issues for timely reporting to relevant oversight committees which include Statistical Information Steering Committee(SISCO), Data-Core Platform Steering Committee (Data CPSC).
  • Collaborate with the Reporting Entities (REs) and Industry Working Group to ascertain data availability and obtain their feedback on how the reporting can be designed in the most efficient manner and identify relevant peer-benchmarked data which can be shared with the industry.

Data Review Stage:

  • Conduct comprehensive data review and data harmonisation on existing and future data needs based on regulatory and stakeholders requirements.
  • Establish comprehensive business and functional requirements of financial derivatives data domain which include data definition, data mapping and lineage to be reported by the REs.
  • Engage with key users (through Data User Working Group), REs (through Industry Working Group) in finalising the Financial Derivatives Data Requirements and managing these stakeholders needs, challenges and expectations.
  • Identify weaknesses in existing systems that affect the data management operations and make recommendations to improve process efficiency and effectiveness in the new system/solution.

Project Implementation Stage:

  • Facilitate REs to understand and meet the reporting requirements, as specified in the Financial Derivatives Data Requirements, through effective communications.
  • Monitor and manage risks, issues and dependencies specific to the business track with proper update and collaboration with JTK and PMO.
  • Prepare UAT related materials (i.e. test plan, test cases, test data) and conduct comprehensive system testing to ensure all business and functional requirements are properly incorporated and that the system can meet user requirements in an efficient manner.
  • Develop clear and comprehensive policy documents, reporting and operational procedures, and guidelines to document the latest reporting requirements and data management operations.
  • Engage various stakeholders covering key users, REs and Data Exchange Partners (DEP) through to ensure smooth project implementation.
  • Collaborate with JTK and relevant project team within JPS to prepare for project go-live.

General.

  • Keep abreast with the latest developments on international and national data compilation standard and significant developments affecting best practices in data compilation and continuously review current practices for improvement opportunities.
  • Provide coaching and feedback to staff and identify training opportunities to help them develop their potential and further enhance their productivity. Plan and allocate appropriate resources based on the work volume to ensure fair distribution of work amongst officers in the Unit.

QUALIFICATIONS

  • Academic Qualifications: Degree or higher in Mathematics, Economics, Statistics, Finance, Accounting or equivalent.
  • Experience: At least 2 years of working experience in banking/financial statistics. Preferably with experience in data management and/or data-related projects.
