Job Description

Role Overview

The Cost Manager will be responsible for delivering full lifecycle cost management services for a largescale advanced manufacturing facility construction project.

The role focuses on ensuring cost certainty, commercial control, and value optimisation across complex construction works, including CSA, MEP, cleanroom environments, and process infrastructure. You will work in a highly technical, fastpaced environment supporting the delivery of missioncritical facilities to exacting quality and operational standards.

Key Responsibilities

Cost Planning & PreContract Services

  • Prepare and manage cost estimates, feasibility studies, and detailed cost plans across all project stages.
  • Provide cost advice during design development, including materials, construction methodologies, and hightech facility requirements.
  • Support value engineering initiatives to optimise cost, performance, and constructability.

Procurement & Tender Management

  • Prepare tender documentation for CSA, MEP, and specialist packages.
  • Manage tender processes including tender clarifications, evaluation, commercial analysis, and recommendations.
  • Support procurement strategies aligned with fasttrack and complex project delivery environments.

PostContract Cost Management

  • Manage variations, change control, and claim assessments throughout construction.
  • Review contractor progress claims and certify interim payments.
  • Maintain cost tracking, forecasting, and reporting to ensure alignment with approved budgets.
  • Support final account negotiation and project closeout.

Cost Reporting & Financial Control

  • Prepare regular cost reports, cash flow forecasts, and financial updates.
  • Identify cost risks, trends, and mitigation measures.
  • Ensure compliance with project financial governance and reporting standards.

Technical & Project Coordination

  • Work closely with project teams across CSA, MEP, cleanroom, and process system scopes.
  • Support coordination between engineering, construction, and procurement functions.
  • Provide commercial input during design coordination and site meetings.

Stakeholder Management

  • Liaise with clients, consultants, contractors, and internal teams to ensure alignment on project objectives.
  • Participate in key project meetings and contribute to decisionmaking from a commercial perspective.

Governance & Risk Management

  • Ensure compliance with project controls, procedures, and audit requirements.
  • Identify and proactively manage cost and commercial risks.

Qualifications

Qualifications

  • Bachelor's degree in Quantity Surveying, Cost Management, Construction Management, or related discipline.
  • 5–10 years experience in cost management within construction or industrial projects.
  • Experience in semiconductor, advanced manufacturing, data centre, or missioncritical projects is strongly preferred.
  • Previous experience in a cost consultancy or professional services environment is highly preferred.
  • Experience handling CSA and/or MEP packages within complex construction projects.
  • Familiarity with fasttrack and highpressure project environments.
  • Strong understanding of cost management principles, procurement, and contract administration
  • Ability to manage complex, multidisciplinary project scopes
  • Strong analytical, reporting, and problemsolving capabilities
  • Effective stakeholder communication and coordination skills
  • Detailoriented and proactive approach in a fastpaced environment
