Job Description

Our client is a leading provider of data center infrastructure professional services, which include consulting & management, testing & commissioning and operations & maintenance services, expanding quickly in the region due to growing demands from their clients. They're currently seeking for a Data Center Testing & Commissioning Manager to join their dynamic team.

Responsibilities:

Compliance and Policy Adherence:

  • Strictly implement relevant national laws, regulations, policies, standards, and all internal company management systems.

Implementation of Management Systems:

  • Be responsible for the implementation of the company's Quality Management System, Occupational Health & Safety Management System, Environmental Management System, and Information Security Management System within the project. Lead the establishment of project targets for quality, cost, timeline, and safety.

Project Team Formation and Management:

  • Establish the project team for the Tier-1 client, define its organizational structure, assign responsibilities to testing personnel based on quality, timeline, and cost objectives, and conduct performance evaluations.

Overall Project Management:

  • Take full responsibility for the comprehensive, end-to-end management of the testing project. Organize the development of the team's management regulations. Lead the creation of the project quality plan, implementation plan, or detailed testing/validation scheme. Handle contract variations, additional charges, claims, and other foundational tasks, and collaborate with the commercial team on payment collection.

Client Communication and Service:

  • Proactively strengthen communication with the client, understand their service requirements and feedback, and address them appropriately. Endeavor to fulfill reasonable out-of-scope client requests based on workload assessment. Accept supervision and inspection from both the company and the client, promptly rectify identified issues, and relay client satisfaction feedback to the company.

Coordination and Resource Management:

  • Manage internal and external coordination for the project team. Oversee logistical support such as accommodation and transportation. Optimize the allocation and dynamic management of project resources (personnel, instruments, load banks, technology, information) and promote the exploration and application of new testing technologies and methodologies.

Site Safety and Protocol Enforcement:

  • Enforce on-site safety and standardized testing protocols. Supervise personnel to wear appropriate PPE and uniforms. Promptly identify and properly handle emergency situations.

Documentation and Deliverables:

  • Organize the compilation, review, and handover of all project documentation. Ensure the timely delivery of the final test/validation report.

Reporting:

  • Provide weekly progress reports to line management, including updates and issues. Upon project completion, submit a minimum of ten project photographs, including: one exterior panoramic shot featuring the site logo, one group photo of all testing personnel, and several photos documenting the testing process and key issues identified.

Contractual and Financial Control:

  • Fulfill all requirements of the contract with the client and the company's work order, ensuring stage-gate objectives are met. Strictly adhere to company financial policies, manage project costs (accommodation, transportation, equipment rental), and provide explanations to commercial and finance departments regarding expenses as needed.

Requirements:

  • 3+ years of hands-on experience in data center infrastructure operations, commissioning, or critical facility management, with a proven track record in managing testing and validation projects.
  • Technical Expertise: In-depth knowledge of data center systems (power, cooling, BMS, etc.), commissioning procedures, and industry standards. Must be adept at managing technical details and ensuring system stability.
  • Leadership & Team Management: Demonstrated experience in building, leading, and motivating technical operations/commissioning teams. Skilled in performance management, task delegation, and fostering a culture of accountability and excellence.
  • Process & Compliance Orientation: Strong ability to implement and enforce strict operational standards, safety protocols, and quality management systems within a data center environment.
  • Client & Stakeholder Management: Proven capability to act as the primary point of contact for clients, managing expectations, negotiating requirements, and building strong professional relationships.
