Role Description

The Deputy Manager, Treasury supports the day-to-day treasury operations of the Group, including cash flow management, financing activities, banking coordination, and reporting. The role assists in ensuring sufficient liquidity, effective use of funds, and compliance with internal policies and regulatory requirements, particularly in relation to project financing for real estate and infrastructure developments.

This role also provides support in Islamic financing matters, including Sukuk-related activities, and works closely with internal stakeholders, banks, and advisors to ensure smooth execution of treasury and financing initiatives.

Key Responsibilities

  1. Cash & Liquidity Management
  • Monitor daily cash positions and liquidity levels for the Group and its subsidiaries.
  • Assist in preparing cash flow forecasts to support working capital and project funding needs.
  • Support the implementation of cash management processes, including intercompany fund transfers and centralized treasury arrangements.

2. Financing Support & Capital Structure

  • Support the evaluation and execution of financing strategies for capital-intensive real estate and infrastructure projects.
  • Assist in assessing funding options such as term loans, revolving credit facilities, bridging loans, and Islamic financing instruments.
  • Prepare analysis and documentation to support financing proposals and funding decisions.

3. Sukuk & Islamic Financing Support

  • Assist in Sukuk-related processes, including documentation, compliance monitoring, and coordination with external advisors (arrangers, legal, and Shariah advisors).
  • Support post-issuance reporting, covenant monitoring, and compliance requirements.
  • Keep abreast of developments in Islamic financing and Shariah guidelines relevant to the Group's activities.

4. Banking & Stakeholder Coordination

  • Support the management of relationships with banks, financial institutions, trustees, and other stakeholders.
  • Assist in coordinating financing documentation, facility renewals, and banking requirements.
  • Prepare information and reports for discussions with banks and external parties.

5. Treasury Operations & Compliance

  • Handle treasury operations including bank reconciliations, investment placements, FX transactions, and treasury-related accounting entries.
  • Ensure treasury activities comply with internal policies, procedures, and regulatory requirements.
  • Support internal audit and risk management reviews relating to treasury matters.

6. Treasury Reporting & Analysis

  • Prepare regular treasury reports such as cash flow summaries, funding utilization, debt profiles, and interest cost analysis.
  • Assist in covenant monitoring and internal reporting to management.
  • Conduct basic market analysis to support funding and risk management decisions.

7. Project & Development Financing Support

  • Work with project development, legal, and commercial teams to support financing structures for development projects.
  • Assist in preparing financial projections, drawdown schedules, and financing documentation.
  • Monitor loan drawdowns and repayments in line with project timelines and cash flow requirements.

Job Requirements

  • Bachelor's Degree in Finance, Accounting, Business, Economics, or related fields.
  • 58 years of relevant experience in treasury, corporate finance, banking, or related roles.
  • Exposure to group treasury operations, cash flow management, and bank financing.
  • Experience dealing with banks and financial institutions; Islamic financing / Sukuk exposure is an advantage.
  • Good understanding of cash flow forecasting, funding facilities, and treasury reporting.
  • Proficient in Excel and financial analysis; ERP or treasury systems knowledge is a plus.
  • Strong analytical, communication, and coordination skills with good attention to detail.
