Job Description

Position Summary:

The EHS Officer is responsible for ensuring a safe, compliant and environmentally responsible operation in accordance with Malaysia's key legal frameworks, including the Occupational Safety and Health Act 1994 (Act 514) and

Environmental duties align with the Environmental Quality Act 1974 (EQA). The scope also covers scheduled waste, air, and effluent management under relevant DOE regulations

Duties and Responsibilities:

A. Regulatory Compliance & Governance

  • Ensure full compliance with OSHA 1994 (Act 514) including employer duties, risk assessment requirements, safety committees, and emergency preparedness.
  • Implement and maintain programs required by USECHH 2000, such as:
  • Chemical Register
  • Chemical Health Risk Assessment (CHRA)
  • Exposure monitoring, LEV compliance, PPE requirements
  • Labelling & relabelling controls
  • Ensure chemical classification, SDS management, and GHSaligned hazard communication in compliance with CLASS Regulations 2013
  • Maintain compliance with Environmental Quality Act 1974 on pollution control, scheduled wastes, air emission limits, and licensing requirements; remain aware of significantly increased penalties under the 2024 EQA Amendment Act
  • Prepare and submit statutory notifications (accidents, dangerous occurrences, occupational poisoning/disease) to DOSH as required under OSHA provisions.

B. Environmental Management

1. Scheduled Wastes SW409, SW410, SW322, SW417

  • Prepare, implement, and maintain Waste Cards for scheduled wastes SW409, SW410, SW322, SW417 in accordance with the Scheduled Wastes Regulations under EQA 1974.
  • Ensure correct segregation, labelling, secure storage, and DOEapproved disposal for all scheduled wastes.
  • Maintain manifests, eSWIS entries, and internal tracking records for full traceability.
  • Monitor waste generation trends and recommend reduction or recycling initiatives.

2. Scrap Control Emboss Carrier Tape

  • Manage and schedule the environmentally compliant disposal of scrap Emboss Carrier Tape, ensuring proper documentation, segregation, and traceable movement.
  • Coordinate with Production, Warehouse, and Waste Contractors to ensure proper handling aligned with DOE expectations and internal governance.

C. Chemical Safety & Industrial Hygiene

  • Supervise CHRA action closure, engineering controls, exposure monitoring, and industrial hygiene improvements per USECHH requirements (LEV, PPE, design standards).
  • Ensure availability of correct SDS (English/Bahasa Malaysia) and GHScompliant hazard labels as required under CLASS 2013.
  • Ensure safe chemical storage, spill preparedness, and chemical inventory accuracy.

D. Risk Management & Emergency Preparedness

  • Lead HIRARC assessments and ensure effective risk controls are implemented and periodically reviewed (as mandated under OSHA 2022 amendments).
  • Develop, test, and continually improve Emergency Response Plans, including drills for fire, chemical spills, and evacuation.

E. Business Continuity Plan (BCP) Coordination

  • Coordinate and audit the site's Business Continuity Plan (BCP), covering risk analysis, recovery procedures, business impact assessments, and critical resource validation.
  • Conduct internal BCP audits, simulation exercises, and tabletop drills; track corrective actions and maintain readiness documentation.

F. Training Responsibilities

1.Waste Handling Training

  • Develop and deliver Scheduled Waste Training for operators, warehouse staff, and contractors, covering identification, segregation, labelling, Waste Card handling, and emergency responses.
  • Provide refresher training after regulatory updates, incident findings, or changes in waste categories.
  • Assess training effectiveness through evaluations, audits, and competence checks.

2. General EHS Training

  • Conduct or coordinate training for chemical handling, emergency response, PPE, hazard communication (GHS), and other required OSHArelated topics.
  • Track and maintain records for audit readiness.

G. Safety Culture & Continuous Improvement

  • Support Safety & Health Committee activities as required under OSHA 1994.
  • Lead incident investigations and ensure timely corrective/preventive actions.
  • Prepare monthly EHS performance reports (e.g., LTIR, risk assessments, scheduled waste KPIs).

Skills and Knowledge:

  • Possess at least a Degree in OSH, Environmental, Engineering, or equivalent
  • Candidate with a Registered Safety & Health Officer (SHO) with DOSH or actively pursuing registration. SHO qualification requires NIOSH course completion, exam passing, and at least a 3 years OSH experience.
  • Preferably candidates with 25 years of EHS experience in manufacturing/industrial settings
  • Advantageous: ISO 14001/ISO 45001 experience; CHRA action management; CLASS compliance; scheduled waste management
  • Strong understanding of OSHA 1994 (Act 514) and OSHA Amendment Act 2022
  • Working knowledge of EQA 1974 and scheduled waste regulations
  • Proficiency in HIRARC, incident investigation, chemical safety, and emergency response
  • Strong communication (BM & English) and stakeholder influencing skills
  • High discipline in documentation, audit readiness, and regulatory compliance
  • Ability to work in a plant environment with required PPE and occasional afterhours support on incidents, audits, or emergency events
