JOB SUMMARY
Managing and coordinating departmental administrative, financial and operational support functions to ensure effective financial control, compliance with organisational policies, smooth departmental operations, and accurate information management.
JOB RESPONSIBILITIES
1.Manage and oversee departmental financial management, budget control and coordination with relevant stakeholders to ensure compliance with organisational policies and effective utilisation of funds.
- Review, verify and endorse official financial correspondence including letters of guarantee, memos and related documentation.
- Monitor and control departmental budgets and review budget applications from Regions and Branches.
- Provide analysis and advisory to users on budget usage, optimisation and compliance where required.
2.Prepare, analyse and coordinate accurate financial statistics and reports to users to support effective budget utilisation, financial monitoring and management decision‑making.
- Prepare and maintain monthly departmental financial report.
- Coordinate and prepare periodic financial and budget request and utilisation reports to relevant department and management.
3.Manage and verify departmental payments, operational claims and allowances to ensure timely, accurate and compliant disbursement.
- Review, verify and approve departmental payments and expenditure requests.
- Ensure all financial and operational documents are properly recorded, maintained and securely stored.
4.Coordinate and monitor departmental workforce administration to support compliance, accountability and operational effectiveness.
- Monitor and review staff attendance records and identify attendance‑related issues or non‑compliance.
- Coordinate attendance matters and prepares periodic attendance reports.
- Coordinate the preparation and updating of departmental job descriptions.
5.Manage departmental governance covering assets, records and workplace administration to ensure compliance, security and a conducive working environment.
- Oversee asset and file registration, record maintenance, audits and disposal process.
- Ensure compliance with information security, access control and proper record‑keeping requirements.
- Coordinate facility maintenance and act as Liaison Officer for IT and OSHE matters with relevant functional units.
6.Coordinate and manage departmental procurement activities to ensure timely acquisition of goods and services in compliance with organisational policies, financial controls and procurement procedures.
- Coordinate procurement requirements including preparation of specifications, requisitions and supporting documentation in accordance with approved budgets.
- Liaise with relevant procurement units and vendors throughout the procurement process including quotation, evaluation, approval and delivery stages.
- Monitor procurement progress, contract compliance and vendor performance to ensure quality, cost effectiveness and adherence to agreed timelines
JOB REQUIREMENTS
- Malaysian citizen
- Pass in Bahasa Melayu, including oral test in Sijil Pelajaran Malaysia (SPM) level or equivalent qualification recognised by the Government.
- Bachelor's Degree with honours in the field of Administrative Studies / Accountancy / Business Management or equivalent qualifications from local or overseas higher learning institutions recognised by the Malaysian government.
- At least two (2) years of experience in financial management, administrative operations and procurement.
- Strong financial and analytical skills with the ability to analyse budget utilisation, financial reports and expenditure data to support monitoring, advisory and decision‑making.
- Willingness to learn, work in a team and share knowledge.
- Ability to effectively communicate (verbal and written correspondence) in Bahasa Melayu and English professionally with stakeholders.
