Job Description
The Executive, Policy Design & Enhancements, is responsible for assisting and providing technical and administrative support in organising and planning EPF's strategic efforts in research and enhancement of the EPF Scheme, as well as EPF product and service initiatives for the benefit of members, which will add value to the well-being of EPF members. To assist and provide technical and administrative support in formulating plans and strategies, and to collaborate with other EPF internal departments and external stakeholders such as ministries, external agencies, research institutions, and the private sector on proposals for EPF Scheme enhancements and the development of EPF product and service initiatives for the benefit of members, which will add value to the well-being of EPF members. To conduct analysis of EPF member data and statistics, including simulations and projections required by management for discussions, advocacy, and engagement activities with policymakers and relevant stakeholders.
JOB DUTIES & RESPONSIBILITIES
1. Research on EPF Scheme Enhancement and Product & Service Initiatives for The Benefit of EPF Members
- Conduct research to assist the unit, section, and department heads in policy formulation and prepare working papers on proposals for EPF Scheme enhancements to EPF management and the EPF Board.
- Assist and provide technical and administrative support in conceptualising, organising, and drafting policy and strategy implementation plans for EPF Scheme enhancements, as well as collaborating with ministries, government agencies, and external parties on product and service proposals for the benefit of members that add value to EPF member well-being.
- Assist and provide technical and administrative support at the Project Steering Committee and Project Working Committee levels in implementing EPF Scheme enhancements post-Board/Management approval.
- Assist and provide technical and administrative support in preparing accurate and relevant information or materials and conducting simulation analyses and projections required by senior management for presentations to policymakers and relevant stakeholders such as the Prime Minister, Ministers, Members of Parliament, Senior Government Officials, Trade Unions, Government Agencies, Media, and other stakeholders.
- Compile reference materials, research, and best practices on retirement schemes for the purpose of developing an information database to improve awareness and access to retirement scheme information more efficiently.
- Carry out tasks related to the Policy Formulation and Advisory Section as assigned or delegated by the Head of the Policy Formulation and Advisory Section
2. Development Of Engagement Plans and Strategies with Internal and External Stakeholders
- Support collaborative activities with stakeholders such as ministries, government agencies, non-governmental organisations, research institutions, and the private sector in implementing EPF Scheme enhancements for the benefit of members.
- Assist in the preparation of meeting materials, correspondence, documentation, and follow-up actions for engagements with international organisations, social security institutions, and research bodies, including the World Bank, ISSA, and ASSA.
- Prepare materials required for conducting engagement activities.
3. Secondary Role
- Prepare draft responses and feedback to queries from the Dewan Rakyat, Dewan Negara, and State Legislative Assembly, as well as other questions from relevant parties.
- Collaborate and provide support to other sections and units on research related to EPF Scheme issues, member benefits, and retirement well-being.
- Collaborate with other sections on a project or activity/programme to achieve optimum work quality.
4. Administration
- Assist and provide technical and administrative support in handling departmental administration tasks – Business Continuity Planning / Risk Management / Operations Manual / KPI Setting and Departmental Scorecard / Departmental Budget / Knowledge Sharing / Departmental Business Plan / Inventory & Disposal / Procurement Activities / Morale Programme / Office Security / ICT Security, and others.
- Receive and implement instructions from Management from time to time.
QUALIFICATIONS
- Malaysian citizen
- Pass the Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level or equivalent as recognized by the Government
- Possess a bachelor's degree with Honours in Economics, Management, Finance, Mathematics, Statistics, Engineering, Public Policy, Data Analytics, Law, Marketing, Communication, or related field or a qualification recognised as equivalent by the Government from any higher education institution
- Master's/PhD qualification is an added advantage.
- Relevant work experience in the field of strategic planning and policy formulation is an advantage.
- Possess minimum 4 - 6 years of relevant work experience
