Job Summary
Evaluate and coordinate proposals submitted by Ministries, government agencies, and public institutions involving NADI as a delivery platform to ensure initiatives align with MCMC policies, the Universal Service Provision (USP) Fund framework under Section 204 of the Communications and Multimedia Act 1998, and national digital inclusion objectives while generating positive socio-economic impact for communities.
Job Responsibilities:
1. Review and conduct preliminary evaluation of proposals submitted by internal MCMC departments, Ministries, government agencies, private sector organisations, NGOs, community groups, and individuals involving NADI as a delivery platform to ensure alignment with MCMC policies, the Universal Service Provision (USP) Fund framework established under Section 204 of the Communications and Multimedia Act 1998, and NADI strategic objectives.
2. Analyse and summarise proposals to assess feasibility, potential impact, risks, and implementation requirements while ensuring compliance with the Communications and Multimedia Act 1998 and USP Fund governance framework.
3. Prepare evaluation summaries, briefing notes, and recommendation papers to support management or Commission consideration for proposals involving NADI programmes or initiatives.
4. Assist in identifying and engaging relevant strategic partners including government agencies, industry players, NGOs, and community organisations to support the planning and implementation of programmes at NADI.
5. Support the development and maintenance of collaborative partnerships with stakeholders to enhance programme outreach, sustainability, and community impact.
6. Support the coordination and implementation of NADI Smart Services programmes, including activities during HBK events, launch ceremonies, and other related engagements to ensure effective programme execution.
7. Assist in monitoring and tracking the Key Performance Indicators (KPIs) of NADI Smart Services programmes to support effective performance monitoring and reporting to management.
8. Prepare inputs and assist in the preparation of monthly and quarterly programme performance reports, including programme outcomes and impact summaries for submission to management and the Ministry.
9. Support the coordination and monitoring of programmes or initiatives implemented through NADI once approved to ensure alignment with agreed objectives, programme deliverables, and expected community outcomes.
10. Ensure programme proposals and initiatives implemented through NADI are aligned with the Communications and Multimedia Act 1998 and the objectives of the Universal Service Provision (USP) Fund, particularly in supporting digital inclusion and socio-economic development for underserved communities.
Qualifications & Work Experiences
1. Bachelor's Degree in Public Administration, Business Administration, Communications, Strategic Management, Policy Studies, or other relevant disciplines with a minimum CGPA of 3.00 from a recognized institution.
2. Master's Degree in Public Policy or Strategic Management is an advantage.
3. Minimum 2-3 years working experience in programme management, policy analysis, or public sector collaboration.
4. Experience working with Ministries, government agencies, or regulatory bodies.
5. Good understanding of the Universal Service Provision (USP) Fund established under Section 204 of the Communications and Multimedia Act 1998.
6. Knowledge and familiarity the Communications and Multimedia Act 1998 with and its regulatory role in communications development and digital inclusion initiatives.
7. Strong analytical, reporting, and stakeholder engagement skills.

• Good understanding on the CMA 1998 and related MCMC act and policies.
• Strong knowledge of strategic planning, programme development, and community empowerment initiatives.
• Ability to plan, implement, monitor, and evaluate multiple initiatives within set timelines and resources.
• Strong analytical, problem-solving, and project evaluation skills to ensure effective outcomes.
• Skilled in setting, tracking, and reporting KPIs to measure programme effectiveness.
• Competence in gathering, validating, and analysing data for reporting and decision-making.
• Knowledge of policies, guidelines, and frameworks to ensure adherence and reduce non-compliance risks
• Ability to prepare accurate and timely reports, proposals, and presentations for management and ministries.
• Excellent interpersonal and communication skills to build partnerships with government agencies, NG0s, and stakeholders
