We are looking for an Executive, Strategic Procurement. This position will be responsible to Manage the overall sourcing of products and services, evaluation of products and services from vendors and suppliers to ensure optimization of costs, quality and reliability for usage of project development.
Job Description
- To carry out RFP/RFQ/RFI/Tender of PR1MA and PR1MA subsidiaries including the preparation and sending out of RFP/RFQ/RFI/Tender documents, collating submissions, compiling evaluations and preparing the results of the exercise / projects. This includes analyzing, evaluating, clarification, negotiation and quality assurance of vendor's submissions, development of pricing templates and approval paper and subsequently issuing the Letter of Appointment to the respective Vendors.
- To plan, execute, coordinate and monitor the procurement process / comparison exercise to ensure that they are conducted and completed within the timeline and in accordance to Standard Operating Procedure (SOP) Procurement Policies, Procedure and Guidelines.
- Ensure all procurement activities comply with PR1MA Procurement policy, procedures, and legal requirements, and maintain accurate records for auditing purposes.
- Prepare procurement papers for Management approval where applicable.
- Maintain transparency, integrity, and accountability throughout procurement processes.
- Process and review approved Purchase Requisition (PR) to ensure compliance with PR1MA's Procurement Policy and Procedures, guidelines, contract and within delegated authority via eProcurement System and/or manual process.
- To prepare and provide reports and updates of spend analysis of procurement activities.
- To act as Procurement support to other Business Units on eProcurement System and other procurement matters.
- To assist and support the Superior executing operational Procurement function.
- To liaise and communicate with other business units in order to establish and maintain effective activities and support in all areas under responsibility.
- To liaise with Vendor Management Team to identify and source qualified and registered vendors on procurement of goods and services.
- To assist the Superior to conduct internal training on eProcurement system PR1MA Procurement Policy and Procedures.
- Support procurement planning activities by identifying suitable source strategies and procurement approaches for business requirements
- Assist in the implementation and continuous improvement of procurement policies, standard operating procedures, and governance frameworks.
- Manage procurement-related data and reports to support management decision-making and audit requirements.
- Identify cost-saving opportunities through market research and vendor negotiations.
- Liaise with internal stakeholders to understand procurement needs and provide timely procurement support and advisory services.
- Ensure procurement activities are conducted with integrity, transparency, fairness, and in compliance with applicable policies and regulatory requirements.
- Perform any other duties and responsibilities as assigned by Management from time to time.
- To assist and support the Superior executing operational Procurement function.
- Perform miscellaneous duties & responsibilities as deemed necessary.
Minimum Requirement
- Bachelor's Degree in Business Administration / Economics / Management / Engineering / Supply Chain Management or any relevant discipline.
- Minimum 3 - 5 years relevant working experience
- Working experience in government Agency/ GLC company is highly desirable.
