Facilities Discipline Engineer – Offshore Workover Readiness

Location: Offshore Brunei Darussalam (Shallow Water Fixed Platforms)

Job Purpose

The Facilities Discipline Engineer is responsible for ensuring the technical integrity, operational readiness, and brownfield constructability of existing shallow‑water offshore platforms in Brunei Darussalam ahead of well workover and intervention activities.

The role focuses on offshore facilities, ensuring platforms and associated infrastructure are safe, compliant, and fit‑for‑purpose to support workover operations in accordance with Brunei regulatory requirements, operator standards, and international oil and gas best practice. The role provides discipline engineering assurance, risk mitigation, and execution support to enable safe and efficient offshore workover delivery.

Key Responsibilities - Offshore Facilities & Platform Integrity

  • Perform facilities and platform integrity assessments to confirm suitability of existing offshore installations for workover activities.
  • Review and interpret historical design documentation, modification records, inspection findings, corrosion monitoring data, and Integrity Management System outputs.
  • Assess structural and facilities limitations related to:
    • Temporary workover equipment and packages
    • Increased personnel‑on‑board (POB)
    • Temporary power, utilities, and process changes
    • Lifting, laydown, and access requirements
  • Identify and evaluate Major Accident Hazards (MAH) related to platform condition and planned workover scopes.
  • Define technical requirements for repairs, strengthening, temporary works, or permanent modifications required to maintain asset integrity and regulatory compliance.
Constructability & Offshore Execution Readiness

  • Assess constructability of offshore brownfield modifications in live production environments, considering:
    • SIMOPS requirements
    • Restricted footprint and weight constraints
    • Offshore lifting and installation limitations
    • Marine and logistics constraints specific to Brunei offshore operations
  • Provide engineering input into offshore execution methodologies, including fabrication, transport, installation, hook‑up, testing, and reinstatement.
  • Review and validate requirements for temporary structures and systems, including scaffolding, temporary decks, lifting frames, and temporary pipework.
  • Interface closely with Construction, Operations, Marine, and Drilling/Workover teams to ensure designs are practical, safe, and executable offshore.
Facilities Engineering & Technical Assurance

  • Author, review, and provide technical assurance for facilities engineering documentation, including but not limited to:
    • Basis of Design (BoD)
    • Process Flow Diagrams (PFDs)
    • Piping & Instrumentation Diagrams (P&IDs)
    • Equipment and material specifications
    • Facilities integrity and readiness assessment reports
  • Ensure engineering deliverables comply with:
    • Brunei Petroleum Authority (PABD) requirements
    • Operator Engineering Technical Practices (ETPs / DEPs)
    • Relevant international standards (API, ISO, ASME, IEC)
  • Identify missing or deficient technical information and initiate corrective actions.
Risk Management, Interfaces & Compliance

  • Identify, evaluate, and manage technical and operational risks associated with offshore workover readiness.
  • Provide facilities discipline input to the project risk register, including mitigation and contingency measures.
  • Manage interfaces with structural, process, mechanical, electrical, instrumentation, marine, HSE, and workover disciplines.
  • Ensure Operations Integrity and Asset Life Extension principles are embedded in all facilities engineering activities.

Cost, Schedule & Planning Support

  • Provide engineering input to CAPEX, OPEX, and ABEX estimates associated with workover‑enabling modifications.
  • Contribute to integrated workover readiness and offshore execution schedules, considering weather windows and marine constraints.
  • Support preparation of technical proposals, execution plans, and regulatory submissions as required.

QHSE Responsibilities (Brunei Offshore Context)

  • Demonstrate visible leadership and commitment to Health, Safety, Security, and Environment (HSSE).
  • Ensure facilities engineering designs address HSSE risks in accordance with:
    • Brunei offshore safety regulations
    • Operator HSSE Management Systems
    • ALARP principles
  • Support and participate in:
    • HAZID / HAZOP
    • SIMOPS workshops
    • Offshore risk assessments and audits
  • Promote a strong safety culture, ensuring engineering decisions support safe offshore execution and long‑term asset integrity.
Essential

Qualifications & Experience

  • Bachelor's degree (BEng/BSc Hons) or higher in Engineering or related discipline.
  • Minimum 10 years post graduate oil and gas facilities engineering experience.
  • Experience working with offshore operating assets and/or EPC contractors.
  • Strong knowledge of brownfield offshore facilities and integrity management.
  • Good written and spoken English communication skills.

Desirable

  • Experience working on Brunei offshore assets or within Southeast Asia.
  • Familiarity with operator engineering standards (e.g. BSP Engineering DEPs).
  • Exposure to workover readiness, asset integrity, and life extension projects.
  • Offshore safety certification (e.g. BOSIET).
