To lead, manage and administer the Accounts Divisions, provide accurate, complete and timely
Management and Financial Reports, introduce and improve good practices in systems, processes
and procedures and internal controls; provide leadership in accounting, periodic financial reviews,
cash flows credit controls treasury matters, financing, costing, taxation and compliance with statutory requirements, ensure the corporate objectives are met, optimizes returns on financial resources.
Other duties also cover supervising Accounts Staff in performing their jobs, stock take coordinator,
budget coordinator, Lead Internal Auditor for Internal Audit, Analyzing KPI, liaising with external
parties e.g. Consultants, Bankers, Tax Agents and Lawyers.
Key Responsibilities
1. MANAGEMENT OF CONTROLS OVER THE FINANCIAL & MANAGEMENT AND
ACCOUNTING POLICIES AND PROCEDURES
1.1. Ensure that there is adequate documentation of financial and accounting policies covering the
management of sales and receivables, purchases and payments, fixed assets, stocks as well
as accounts, over standard operating procedures as well as ensuring policies and procedures
are widely communicated throughout the organization.
1.2. Introduce and improve good practices in systems, processes and procedures and internal
controls and ensure each business unit adheres and comply to the policies and procedures.
1.3. Review ongoing basis for appropriate and effective system of controls over all assets including
stocks, receivables, purchases of fixed assets and cash flows.
1.4. Ensure the availability of a proper costing system and pricing system as well as capital
budgeting system in purchases of fixed assets.
1.5. Ensure the adequacy of insurance protection program of the physical assets, financial assets,
professional liabilities, public liabilities, and consequential losses.
1.6. Management of taxation matters for corporate tax and any indirect tax such as sales and
services tax.
2. MANAGEMENT OF FINANCIAL STATEMENTS, DIVISIONS ACCOUNTS AND MONTHLY
MANAGEMENT REPORT
2.1 Ensure proper internal accounting system that produces information reflecting the fiscal
experience and the current financial position of each facility and organization i.e. to provide
complete, accurate and prompt monthly financial and operational data for management.
2.3 Ensure prompt preparation of financial statement of PHK's accounts.
2.4 Ensure that monthly accounts, management account, financial ratio analysis, operational
analysis, sales and debtors analysis, total borrowings analysis, and segmental reporting are
accurate, complete and prompt to be submitted to Head Office and the management.
2.5 Assist the External Auditors to finalize the statutory company accounts to the management
and the Companies Commission of Malaysia for statutory filing.
3. REVIEW THE EFFECTIVENESS AND EFFICIENCY IN MANAGEMENT OF THE FINANCIAL RESOURCES OF THE FACILITY AND ORGANISATION
3.1. Provides management and operational reports via performance analysis by segmental business units via budget and variances reporting, benchmarking, cost-benefits analysis evaluation. 3.2. Assist management in the Financial Performance Monitoring Controls, Risk and Corporate Governance of the Pantai Group.
3.3. Ensure that costing and pricing and the profitability margin are reviewed and updated, capital budgeting system to justify the feasibility and viability of investment in facilities and purchase of other fixed assets.
3.4. Ensure cost-benefits analysis controls are in place to assess the maximization of assets such as fixed assets recovery for any disposal of fixed assets, recovery for bad and doubtful debts, any provision for slow-moving, obsolete and expired stocks, others.
4. MANAGEMENT OF BUDGETARY CONTROLS AND ASSISTING IN BUSINESS PLANS AND
BUSINESS DEVELOPMENT
4.1 Preparation of the yearly master budget.
4.2 Monitoring the performance of actual results against budget via periodic reports showing the
relationship of the budget of actual experience and analyzed via reporting on variances.
4.3 Assist the management with strategic business planning development with emphasis on
financial and operational improvements and business growth.
5. MANAGEMENT OF TREASURY FUNCTIONS
5.1. Ensure the proper management of funds through complete, accurate and prompt reporting of
cash flows positions and cash flows movements to ensure the availability of funds for
distribution.
5.2. Ensure proper cash flow budget.
5.3. Ensure proper monitoring and prompt cash collections and cash payments.
5.4. Ensure payment of borrowings are on time to avoid unnecessary interests.
5.5. Ensure proper controls over idle funds which at least deposited into REPO or other areas of
interest savings.
6. STAFF MANAGEMENT
6.1. Ensure job competencies of each individual staff are managed, monitored and developed
appropriately, utilizing the Hospital's existing human resource development tools.
6.2. Plan, provide, conduct and facilitate ongoing training and development for all staff of the
Department in order to maintain and enhance staff productivity.
6.3. Conduct performance evaluations and promote professional development.
7. OTHERS
7.1. Coordinating and implementing other assignments from time to time relating to the accounting
and financial affairs of the Group, co orate exercises and other business developments.
7.2. Provide financial advisory services to COO and other Head of Departments as Finance
Manager. Participate in Quality Assurance programmes and Quality Improvement activities.
7.3. To perform any other duties that may be assigned by the Management from time to time.
Qualification and Experience
- Minimum Finance or professional qualification from a recognized institution.
- Commercial and business acumen and able to demonstrate a pro-active and results oriented
approach.
- Minimum 10 years experience in related field and/or minimum 5 years working experience in
supervisory roles.
- Skill in using established techniques and performance of assigned tasks.
- Able to handle multiple tasks in a fast-paced environment.
- Initiative (Ability to exercise self reliance, resourceful, courageous and independent judgement).
- Attitude (Openness and enthusiasm to change, suggestions, new ideas, correction, teaching and
criticisms and respect for authority).
- Able to lead effectively and motivate subordinates to achieve desired results.
