The Government Liaison Manager will play a pivotal role in strengthening ACWA Power Malaysias engagement with federal and state governments, regulatory bodies, and relevant stakeholders. The position requires an experienced professional with a strong background in power sector development, project execution, and government relations. The Manager will be responsible for ensuring effective communication, alignment, and advocacy on behalf of ACWA Powers strategic projects in Malaysia, including renewable energy, combined cycle power plants, and water desalination initiatives.
Key Responsibilities:
Government & Regulatory Engagement
- Build and maintain strong relationships with key ministries, agencies (e.g., Energy Commission, MITI, MIDA, MOF, etc.), and state governments.
- Monitor regulatory and policy developments relevant to the power and water sectors and advise management on strategic implications.
- Facilitate approvals, licenses, permits, and authorizations required for ACWA Powers projects in Malaysia.
- Act as the primary liaison for government-related meetings, visits, and high-level engagements.
- Project Development Support
- Support business development and project teams in navigating regulatory frameworks for project approvals and compliance.
- Work closely with internal stakeholders to align project delivery with government policies and objectives.
- Assist in negotiations and discussions with government-linked companies (GLCs), utilities (e.g., TNB, Petronas/Gentari, UEM Lestra), and state investment arms.
Stakeholder Management
- Represent ACWA Power Malaysia in industry associations, forums, and public policy dialogues.
- Ensure clear communication between ACWA Power and government authorities at federal, state, and local levels.
- Coordinate visits and delegations, including site visits and strategic meetings in Malaysia and the Kingdom of Saudi Arabia.
- Strategic Advocacy & Reporting
- Provide analysis and briefings on government priorities, policies, and potential risks/opportunities affecting ACWA Powers operations.
- Develop advocacy strategies to position ACWA Power as a trusted partner in Malaysias energy transition and water security agenda.
- Prepare reports, policy papers, and correspondence for senior management and the Chairmans Office.
Qualifications:
- Strong professional experience in government relations, corporate affairs, or business development roles in Malaysia.
- Strong background in the power and energy sector, with exposure to project development and execution.
- Demonstrated experience engaging with government ministries, regulators, and state authorities.
- Proven track record of facilitating regulatory approvals, licenses, and project agreements.
- Excellent knowledge of Malaysias policy and regulatory landscape in energy, water, and infrastructure.
- Exceptional communication, negotiation, and relationship-building skills.
- Ability to manage complex, multi-stakeholder environments and deliver results under tight timelines.
