HSSE Leadership & Commitment:
- Drive, implement, and coordinate HSSE procedures and processes across all functions, including project teams and functional management, to effectively resolve HSSE issues.
- Develop and maintain the HSE operational strategy aligned with corporate objectives, Core Values, and the Service Level Agreement (SLA), while upholding key HSSE principles and a strong safety culture.
- Lead the development, implementation, and continual improvement of the HSE Management System across all EPOMS-operated facilities.
- Provide leadership, coaching, and onboarding support to HSE team members and project personnel.
- Attend and support relevant meetings to address and resolve HSSE matters.
HSSE Strategic Objective:
- Drive, coordinate, and align HSSE philosophy, frameworks, and guidelines internally and with clients to ensure corporate and contractual HSSE requirements are met.
- Implement and integrate HSSE procedures and processes across all functions to ensure consistent application and issue resolution.
- Maintain and enhance the HSE operational strategy in alignment with company objectives and values.
- Demonstrate strong knowledge and leadership in HSE Contractor Management.
Compliance & Regulatory Management:
- Ensure compliance with applicable local and international HSE legislation and regulatory requirements.
- Maintain up-to-date understanding of relevant HSE standards through the HSSE Legal Register and EOC.
- Support regulatory authorities, classification societies, and other stakeholders during inspections and audits.
- Facilitate preparation for regulatory audits, client HSE reviews, and inspections.
Risk Management & Incident Prevention:
- Identify operational HSE risks and implement appropriate mitigation strategies.
- Support Senior Management in maintaining, reviewing, and updating the HSE Risk Register in accordance with internal and external review requirements.
- Support operational risk management activities including Process Safety Management (PSM), Safety Case development, HAZOP, HAZID, Fire Risk Assessment (FRA), Quantitative Risk Assessment (QRA), and other assessments to ensure risks are reduced to ALARP.
- Ensure incident investigation procedures are maintained, root cause analysis is effectively conducted, and corrective actions are implemented. Maintain all associated records in compliance with regulatory requirements.
- Support Operations & Project Teams to ensure incident investigations, safety alerts, and corrective actions are completed as required.
- Monitor, analyse, and report HSSE Key Performance Indicators (KPIs).
Emergency Preparedness & Response:
- Monitor the effectiveness of the Emergency Response processes and their interfaces across the organisation, including review of related documentation.
- Ensure the Emergency Management Team (EMT) duty roster is functional and adequately staffed for both Operations and Project teams.
Continuous Improvement & Reporting:
- Analyse HSSE performance trends and lead initiatives for continuous improvement.
- Prepare HSSE performance reports for management and stakeholders.
- Support the closure of action items from HSSE-related meetings, e.g Committee Meeting, Management Reviews, LOCHSEC, General Site Meetings, and audit findings.
Others:
- Comply with Safety Rules, Safe Work Regulations, and all other relevant legislation applicable to company operations.
- Lead or support investigations for all accidents and near-miss incidents across EPOMS operations.
- Promote, sustain, and strengthen HSSE culture across all EPOMS assets and teams.
- Ensure understanding and adherence to specific client HSSE requirements.
Professional Certifications:
- Minimum Bachelor's Degree in HSE or OSH, Environmental Science, Engineering, or a related field.
- Comprehensive knowledge of local and international HSSE legislation, governing standards, PETRONAS requirements, IOGP guidelines, OSHA, marine and aviation regulations, ISO standards, and industry best practices.
- Extensive experience in upstream oil and gas or other high-risk industries. Advanced HSSE training or certification is preferred.
- Proven leadership experience in managing HSE teams and influencing cross-functional operations.
- Strong understanding of offshore HSE management systems and Process Safety Management (PSM).
Experiences:
- Demonstrated minimum 8 years of expertise in HSSE policy development, implementation, and compliance monitoring, with preference for candidates experienced in upstream oil & gas facilities or similar high-risk operational environments.
- At least 3 years of supervisory or senior management experience.
- Direct experience in HSSE roles within the Oil & Gas industry, including interaction with clients, regulatory bodies, and government agencies.
Technical Competencies:
- Proven ability to analyse and interpret statistical HSE data, and to present trends and insights to senior management.
- Strong communication skills with proficiency in English writing, reporting, and presentations to internal and external parties.
- Ability to develop work programs, plan budgets, and provide necessary technical inputs.
- Certified Lead Auditor/ Internal Auditor for ISO 9001,14001, 45001, NEBOSH and DOSH OYK certification and competency are preferred.
