Job Description

Nanyang Technological University (NTU) is a research-intensive university ranked among the world's top institutions. The Centre for IT Services (CITS) enables the University's teaching, learning, and research through secure, scalable, and reliable IT infrastructure, platforms, and services.

We are seeking a Head, IT Operations to provide senior College-level IT leadership for the College of Engineering (CoE). The role is accountable for shaping and driving IT strategy, service delivery, and operational outcomes across multiple Schools, ensuring alignment with University direction and CITS operating models, standards, and governance frameworks.

This is a senior leadership role operating in a complex, multi-stakeholder environment, with responsibility for balancing College priorities, enterprise IT direction, and resource constraints, while delivering consistent and scalable IT outcomes across the College.

Key Responsibilities

  • Define and drive the College IT roadmap and operating model, aligned to University priorities and CITS strategies.

  • Lead and prioritise IT demand across multiple Schools, making trade-offs to optimise outcomes at College level.

  • Oversee and be accountable for delivery of IT programmes and initiatives at scale, ensuring alignment with enterprise architecture, security, and governance requirements.

  • Own IT service delivery performance across the College, ensuring reliability, consistency, and quality of end-user experience.

  • Drive standardisation of platforms, systems, and processes, reducing fragmentation and improving scalability across Schools.

  • Establish and enforce governance frameworks for demand, delivery, and service performance across Schools.

  • Lead and develop a federated organisation of School IT teams, establishing clear operating structures, accountability, and capability across the College.

  • Act as the senior IT interface between the College and CITS, engaging Deans and senior stakeholders to align priorities and drive outcomes.

  • Act as a strategic business enabler for the College, proactively engaging stakeholders to anticipate emerging needs, identify operational pain points, and translate business requirements into scalable, enterprise-aligned IT solutions.

  • Drive operational excellence through service optimisation, process standardisation, continuous improvement, and measurable business outcomes.

  • Influence stakeholder behaviour and decision-making, ensuring alignment with enterprise IT strategies and operating models.

  • Optimise utilisation of IT resources and investments, ensuring value realisation and alignment with strategic priorities.

Requirements

Must-have

  • Bachelor's degree in Information Technology, Computer Science, Engineering, or a related discipline.

  • At least 15 years of relevant IT experience, including leadership roles in infrastructure, operations, or service delivery at scale.

  • Experience leading IT across complex, multi-entity environments (e.g. multiple departments, business units, or institutions).

  • Strong understanding of enterprise IT operations, service delivery, and governance frameworks.

  • Proven track record in driving large-scale IT initiatives and programmes across multiple stakeholder groups.

  • Strong stakeholder management and influencing skills, with experience engaging senior leadership and decision-makers.

  • Demonstrated business partnering capabilities with a strong business-enabler and operational-excellence mindset.

Good-to-have

  • Experience in higher education or public sector environments.

  • Familiarity with enterprise architecture, cybersecurity, and data governance practices.

  • Experience operating within centralised or federated IT organisational models.

Why Join NTU

  • Opportunity to lead IT at scale across one of the University's largest and most complex academic Colleges.

  • Direct exposure to enterprise-wide IT strategy, operating models, and digital transformation initiatives.

  • Work in a collaborative environment with strong emphasis on governance, innovation, and service excellence.

  • Play a key role in shaping and delivering IT capabilities that support education, research, and institutional priorities.
