Purpose and Scope:
The role leads market access, pricing, tender and government affairs strategy and execution for Astellas across Singapore and Malaysia, translating regional strategies to local realities to secure and sustain patient access for in-line and pipeline products. It represents payer and ecosystem perspectives internally, engages external stakeholders (payers, authorities, KEEs) and initiates policy-shaping efforts with cross-functional support.
Responsibilities and Accountabilities:
- Responsible for payer strategic planning to support value and access optimization
- Leads development of Market Access strategies and core pricing & access deliverables operating within the Commercial model
- Ensures the payer position is consistently represented to internal cross-functional stakeholders and ensures robust strategic input into in-line commercialization and pipeline development decisions
- Partners cross-functionally to ensure robust value proposition and integrated evidence plans are optimized to support market access and reimbursement
- Supports strategies with deep functional knowledge, health-system knowledge, environmental data & analogs.
- Financial forecasts and commercial assessments
- Works on the execution of pricing and access strategies, including the localization of access strategy, tactical execution and access and pricing business cases
- Supports capability building and stakeholder projects that advance knowledge of and readiness for the rapidly evolving payer environment.
- Collaborates closely with Marketing and Medical counterparts to ensure value and access optimization
- Sets a proactive Government Affairs roadmap aligned to portfolio priorities; maintains stakeholder maps and engagement plans with defined cadences
- Systematically engages MOH divisions, HTA agencies, and healthcare professionals to inform and shape policy and funding decisions.
Requirements:
- Bachelor's Degree in any discipline.
- Minimum 10 years in ethical pharmaceutical industry and minimum 5 years experience in market access & pricing, & government affairs.
- HEOR/HTA Expertise
- Government Affairs experience (policy consultations, MOH/HTA engagement, long-term stakeholder partnerships)
- Strategic Thinking & Planning & Agility.
- P&L integration into pricing proposals; strong scenario/sensitivity analysis.
- Robust product pricing & tender management experience
- Proven leadership ability, leading without authority.
- Executive presence, prior experience with engaging senior leaders.
- Excellent communication and interpersonal skills.
- Cross-Functional Capability - affiliate, regional and global teams.
- Fluent in English.
- Oncology products experience preferred.
- Pre-launch excellence and niche therapeutic area best-in-class launch experience preferred.
