Job Description

Job Purpose

To lead the strategic planning, development, and implementation of next-generation Learning & Development (L&D) initiatives that enhance the capabilities of MCMC employees and the Communications and Multimedia (C&M) industry. This role is responsible for driving a future-ready learning ecosystem by leveraging emerging technologies, digital learning solutions, and innovative development approaches to cultivate a high-performing workforce and strengthen industry capabilities.

Job Accountabilities

  1. Lead the development and implementation of a comprehensive Learning & Development (L&D) strategy aligned with the Commission's strategic objectives, fostering a culture of continuous learning, innovation, and capability development.
  2. Collaborate with business divisions, Human Capital, and senior leadership to identify organisational capability gaps, understand evolving business needs, and align L&D initiatives with workforce priorities.
  3. Lead the design and implementation of L&D programmes to strengthen technical and functional capabilities, leadership and management development, as well as digital skills development for MCMC employees.
  4. Drive the evaluation and adoption of emerging learning technologies, digital platforms, automation solutions, and innovative methodologies to enhance learning effectiveness and employee experience.
  5. Oversee the development, curation, and maintenance of high-quality learning content, including digital learning modules, videos, workshops, blended learning solutions, and other learning resources.
  6. Lead the end-to-end development and execution of learning strategies, including learning needs analysis, programme design, delivery, evaluation, and continuous improvement to ensure impactful learning outcomes.
  7. Utilise data analytics and insights to measure the effectiveness of L&D programmes, evaluate learning impact, support evidence-based decision-making, and enhance learning strategies.
  8. Oversee the planning and delivery of learning programmes to ensure relevance and effectiveness in meeting the development needs of diverse employee groups, industry practitioners and the rakyat.
  9. Establish and maintain strategic partnerships with reputable organisations, industry practitioners, regulatory bodies, academic institutions, and relevant stakeholders to facilitate benchmarking, knowledge sharing, and innovation in L&D practices.
  10. Lead, coach, and mentor a team of L&D professionals by fostering a collaborative, innovative, and high-performance environment that supports continuous improvement and professional growth.

Qualifications

  1. Bachelor's Degree or Master's Degree in Human Resource Management, Organisational Development, Learning & Development, Business Administration, or any related discipline from a recognised university.
  2. Minimum 15 years of progressive experience in Learning & Development, Human Resource Management, Talent Management, Organisational Development, workforce capability development, or related fields.
  3. Proven experience in leading strategic L&D initiatives, capability-building programmes, and organisational transformation efforts, preferably within large or complex organisations.
  4. Extensive experience in managing engagements and collaborations with government agencies, regulatory bodies, industry players, academic institutions, or strategic partners, with a strong track record in senior leadership roles.
  5. Demonstrated ability to lead cross-functional teams, manage diverse stakeholders, and influence senior management in driving organisational learning and capability development initiatives.
  6. Strong understanding of emerging L&D trends, digital learning technologies, and innovative approaches to workforce development would be an added advantage.
