Job Description

We are seeking a Head of Compliance to lead the Group's compliance governance, regulatory oversight, and risk framework.

This role sets compliance strategy, independently manages investigations, oversees audits and reviews, and ensures effective implementation of compliance policies across the organisation. The position partners closely with senior management and the Board to embed a strong compliance culture across Southeast Asian telecommunications markets.

Key Responsibilities

  • Define and drive the Group's overall compliance strategy and direction
  • Establish, implement, and maintain compliance policies and frameworks (e.g. ABAC, Whistleblowing, PDPA)
  • Lead independent compliance investigations, including findings, reporting, and follow-up actions
  • Ensure effective execution of the compliance framework and implementation plans
  • Conduct and oversee internal compliance reviews, audits, and monitoring activities
  • Manage and coordinate external audits, regulatory reviews, and examinations
  • Regularly review, update, and enhance compliance policies and procedures
  • Deliver clear, structured compliance reports to senior management and the Board
  • Develop and conduct compliance training and awareness programmes for employees
  • Act as a key advisor to management on regulatory risks and compliance matters

Key Requirements

  • Bachelor's degree in Law or a relevant discipline
  • 8+ years experience in Compliance, with minimum 4 years in a Head / leadership role
  • Experience with industry regulations and operational practices, whether in telecommunications or multinational companies.
  • Hands-on knowledge of regulatory frameworks in Indonesia, Malaysia, and the Philippines
  • Background in Big 4 consulting, particularly in Compliance, good to have
  • Familiarity with FCPA and anti-corruption regulations
  • Proven risk assessment and compliance risk management capability
  • Strong analytical and investigative skills
  • High attention to detail and regulatory accuracy
  • Practical problem-solving skills balancing compliance and business operations
  • Excellent communication, stakeholder management, and leadership skills
  • Strong organizational skills with the ability to operate independently
