Job Summary:
The Head of HR is responsible for leading the full Human Resources function across Hume Cement Industries Berhad and its subsidiaries. This role sets the strategic direction for people management, develops policies aligned with group objectives, and drives a highperformance workforce culture within a manufacturing and unionised environment.
The position oversees HR strategy, talent management, organisational development, performance management, compensation & benefits, employee engagement, and HR governance ensuring that HCIB attracts, retains, and develops the right talent to support business growth, operational safety, and productivity.
Key Responsibilities:
A. HR Strategy & Leadership
- Develop and drive the HR strategy aligned with business goals, operational priorities, and long-term workforce needs.
- Act as a key advisor to the CEO and Leadership Team on peoplerelated matters, organisational effectiveness, and cultural transformation.
- Lead HR transformation initiatives including digitalisation, workforce optimisation, and process improvements.
B. Talent Management & Organisation Development
- Oversee the full talent lifecycle including workforce planning, recruitment, onboarding, succession planning, and career development.
- Lead leadership development programs to build capability among plant managers, engineers, and highpotential employees.
- Strengthen organisational culture focusing on accountability, safety, performance, and continuous improvement.
C. Performance Management & Capability Building
- Drive a structured performance management framework to ensure objective evaluation and strong performance culture.
- Implement capabilitybuilding programs for technical, operational, and leadership roles.
- Partner with plant operations to identify critical skills and address competency gaps through targeted training programs.
D. Compensation, Benefits & Reward
- Oversee compensation structure, salary reviews, incentive schemes, and benefits administration.
- Benchmark pay practices to ensure competitiveness within the manufacturing and construction sectors.
- Ensure equitable and consistent application of reward frameworks across all locations.
E. Industrial Relations & Employee Engagement
- Manage industrial relations including union negotiations, collective agreements, and dispute resolution.
- Provide guidance to plant HR teams on labour law compliance, disciplinary actions, grievance handling, and workplace investigations.
- Lead employee engagement initiatives to enhance morale, retention, and workplace harmony.
F. HR Governance, Compliance & Reporting
- Ensure full compliance with Malaysia's Employment Act, OSHA requirements, and regulatory standards for manufacturing operations.
- Strengthen HR governance, SOPs, and audit controls across all HR processes.
- Oversee HR analytics, workforce reporting, and board-level HR presentations.
G. HR Operations Excellence
- Lead HR shared services, payroll accuracy, employee data management, and HR system optimisation.
- Drive HR digitalisation to improve efficiency, accuracy, and employee experience.
Qualifications & Experience
- Bachelor's Degree in HR Management, Business Administration, Psychology, or related fields (Master's degree is an advantage).
- 1218 years of HR experience, including at least 5 years in a leadership role.
- Strong background in manufacturing, industrial relations, or unionised environments preferred.
- Proven experience in organisational development, talent management, and HR transformation.
- Able to lead strategic initiatives while managing daytoday HR operations.
