Job Description

Position Summary

The Head of Mobility & Terminal Services is accountable for the leadership, management, and continuous improvement of terminal operations and landside mobility services, ensuring a safe, efficient, and customer-focused environment for passengers and visitors.

This role oversees the end-to-end operation of terminal facilities, passenger flow management, taxi queue administration, and e-hailing services. The position plays a critical role in driving operational excellence, enhancing customer experience, maintaining regulatory compliance, and fostering strong partnerships with transportation providers, government authorities, and service partners.

The successful candidate will champion service innovation, operational resilience, and stakeholder collaboration to deliver seamless passenger journeys and support the airport's strategic growth objectives.

The position is responsible for terminal facilities, passenger movement, taxi services, and e-hailing operations and excludes responsibility for bus fleet management or bus service operations.

Core Responsibilities

Operational Leadership & Mobility Management

  • Direct and manage all daily terminal and landside mobility activities, including taxi operations and e-hailing services.
  • Ensure the smooth and efficient movement of passengers throughout the terminal environment.
  • Monitor and optimize traffic circulation, passenger flow, queue management, and capacity utilization.
  • Lead initiatives to improve operational efficiency, reduce waiting times, and enhance service reliability.
  • Ensure transportation services operate in a safe, organized, and customer-friendly manner.
  • Manage peak travel periods, special events, disruptions, and irregular operational conditions.
  • Drive operational readiness and service continuity across all assigned facilities and transportation touchpoints.

Passenger Experience & Service Delivery

  • Develop and implement strategies that enhance the overall passenger journey and customer satisfaction.
  • Establish a culture of service excellence across operational and customer-facing teams.
  • Lead customer experience improvement programs based on passenger feedback and operational insights.
  • Oversee complaint management, service recovery initiatives, and escalation handling.
  • Ensure effective communication channels are maintained during operational disruptions and emergencies.
  • Monitor customer service performance and implement initiatives to strengthen service quality standards.

Technology, Systems & Process Improvement

  • Oversee the performance and reliability of operational systems supporting terminal and mobility services.
  • Ensure effective functionality of queue management solutions, passenger information systems, access controls, ticketing platforms, and related technologies.
  • Identify opportunities for digitalization, automation, and process enhancement.
  • Work closely with technology providers and internal teams to manage system upgrades, maintenance, and issue resolution.
  • Utilize operational analytics and performance data to support informed decision-making and continuous improvement initiatives.

Stakeholder Relations & Partnership Management

  • Build and maintain strong relationships with airport stakeholders, transportation partners, regulators, enforcement agencies, and service providers.
  • Represent the organization in operational and strategic discussions with external parties.
  • Coordinate closely with taxi operators, e-hailing partners, government agencies, and industry groups to ensure service alignment and operational effectiveness.
  • Manage vendor performance and ensure contract obligations and service level commitments are consistently achieved.
  • Facilitate collaborative initiatives that improve service delivery and operational outcomes.

Team Leadership & Resource Management

  • Provide leadership, direction, and mentorship to operational teams, supervisors, customer service personnel, and outsourced partners.
  • Develop workforce strategies to ensure adequate staffing and resource allocation across all operational periods.
  • Promote a high-performance culture focused on accountability, teamwork, customer service, and operational excellence.
  • Support talent development, succession planning, and employee engagement initiatives.
  • Ensure teams are equipped with the skills and knowledge required to deliver exceptional operational performance.

Facilities Management & Asset Readiness

  • Oversee the maintenance, condition, and operational readiness of all passenger-facing facilities.
  • Ensure waiting areas, passenger amenities, signage, queuing infrastructure, access points, and safety equipment are maintained to established standards.
  • Coordinate maintenance activities to minimize operational disruptions.
  • Conduct periodic inspections and audits to ensure a safe and welcoming passenger environment.
  • Drive improvements to facility appearance, accessibility, and functionality.

Safety, Risk & Compliance

  • Ensure adherence to all applicable operational, safety, security, and regulatory requirements.
  • Lead operational risk management programs and promote a proactive safety culture.
  • Oversee emergency preparedness, crisis management, and business continuity activities.
  • Ensure incidents, accidents, and service disruptions are investigated and reported appropriately.
  • Implement corrective actions and preventive measures to mitigate operational risks and improve compliance performance.

Performance, Insights & Governance

  • Define, monitor, and report on operational performance indicators and service quality measures.
  • Develop management reports, operational dashboards, and performance reviews.
  • Analyze trends, passenger behavior, and operational data to identify opportunities for improvement.
  • Lead continuous improvement programs that strengthen efficiency, service quality, and customer satisfaction.
  • Support strategic planning and future capacity requirements through data-driven recommendations.

Candidate Profile

Qualifications

  • Bachelor's Degree in Operations Management, Transportation Management, Business Administration, Engineering, Aviation Management, Hospitality Management, or a related discipline.
  • Professional certifications in operations, service management, safety, quality, or transportation management are advantageous.

Experience

  • Minimum 8-10 years of progressive leadership experience in terminal operations, airport landside operations, transportation services, facilities management, infrastructure operations, or other high-volume customer environments.
  • Demonstrated success managing complex operational environments involving significant passenger or visitor traffic.
  • Experience overseeing taxi management systems, mobility services, e-hailing operations, ground transportation services, or passenger movement operations is highly desirable.
  • Proven track record in managing outsourced services, commercial vendors, and operational partners.
  • Experience engaging with regulatory bodies, government agencies, airport operators, or enforcement authorities is preferred.
