Head of Quantity Surveying / Commercial

Location: Yangon, Myanmar

The Company

Our client is a well-established property development and investment group in Myanmar with a growing portfolio of residential and mixed-use developments. The organization is focused on strengthening its market position through enhanced branding, customer engagement, and disciplined commercial strategy. As part of its continued expansion, the group is seeking an experienced commercial leader to oversee and strengthen its Quantity Surveying and cost management capabilities across multiple large-scale developments.

The Position

This is a senior leadership role responsible for overseeing the entire Quantity Surveying and commercial management function across a portfolio of large-scale mixed-use developments. Reporting directly to the Managing Director of the Real Estate business, the position will lead a team of approximately 15 QS professionals and drive all commercial, contractual, and cost management activities across current and future projects.

The developments include premium mixed-use projects comprising high-rise residential towers, commercial components, hospitality-related developments, and supporting infrastructure works. The role will oversee full project lifecycle commercial management, including budgeting, cost planning, procurement strategy, tender management, contract administration, change management, claims evaluation, cost control, forecasting, and final account settlement across multiple concurrent developments.

The position will work closely with project management, development, design, procurement, finance, and construction teams to ensure strong commercial governance and disciplined financial control throughout all project phases. The role will also be heavily involved in managing relationships with consultants, contractors, and international delivery partners, while supporting the organization in implementing structured systems, processes, and best practices across the commercial function.

The Person

The ideal candidate is a seasoned Quantity Surveying and commercial management leader with at least 20 years of experience managing large-scale construction and development projects, particularly within luxury mixed-use and high-rise developments. Strong exposure to complex urban developments involving towers, integrated commercial components, hospitality assets, basements, and infrastructure packages will be highly regarded.

Candidates should demonstrate proven experience leading sizable QS or commercial teams within developer, consultancy, or major contractor environments, with strong capabilities in contract management, procurement strategy, cost control, and stakeholder management. Exposure to internationally structured project environments and experience collaborating with regional contractors, consultants, and delivery teams across Asia would be advantageous.

Strong communication, leadership, and negotiation skills are essential, together with the ability to operate effectively in a dynamic and evolving project environment. Fluency in English is required, while the ability to communicate effectively within the local market environment will be highly beneficial.
