PRINCIPAL ACCOUNTABILITIES

About the Role

To create, organize and implement staffing strategies and supporting initiatives / programs that will improve the overall talent level and bench strength within the Company.

Responsibilities

  • Responsible for recruitment of staff ensuring strong alignment with business leaders, corporate leaders, and HR generalists.
  • To guide leadership in:
  • design and implementation of company-wide strategies;
  • establishing a compelling employment brand;
  • developing new and enhanced recruiting and selection processes;
  • developing competency models used for selection and assessment;
  • creation of recruiting tools that will attract, select and retain a world-class level of talent.
  • Sourcing Ability to build and implement fresh, creative approaches for sourcing and selection strategies that meet business needs and create a continuous pipeline of high caliber talent for the company using traditional and emerging tools.
  • Recruiting Technology Leverage technology, tools and applications to support efficient and global staffing processes. Includes development of the recruitment technology plan (applicant tracking / recruitment management, internet sourcing, other web-based staffing tools) to support the sourcing, selection, onboarding and management of applicants. Utilize applicant tracking and other HR Systems to ensure effective and appropriate reports are in place to analyze staffing needs and proactively impact change.
  • Metrics, Reporting and Analysis Develop staffing metrics and standards, and develop regular reporting and analysis on staffing effectiveness. Monitor and analyze recruiting, diversity, retention and other HR metrics, and develop appropriate action plans to address identified staffing needs.
  • Recruiting / Staffing Design and implement external recruiting / selection programs and processes that attract, select and retain a qualified, diverse workforce, leveraging the applicant tracking / recruitment management system. Evaluate job postings interviews and other internal talent recruitment / placement processes.
  • Professional Relationships Develop and maintain professional relationships with appropriate third-party organisations / entities in order to support staffing needs (vendors, technical schools / colleges, search firms, etc).
  • Change Management Lead change management initiatives by creating awareness, understanding buy-in and ownership for change. Oversee the development of processes, tools and training to help select candidates that best align with PTTEP values, leadership attributes, and job requirements.
  • Compliance Ensure legal compliance in regard to all staffing initiatives and related programs. Develop a means of measuring and monitoring effectiveness of staffing programs.
  • Communication Build effective relationships with business leaders to ensure alignment of the recruitment process with business needs. Provide information about staffing and recruiting programs / initiatives in a timely and effective manner utilizing standard communication tools identified for all levels of the organization. Develop staffing / recruiting needs in the areas of recruiting and selection.
  • Leadership Skills Development of highly successful teams, effective mentoring, motivating and empowering staff. Provide leadership and performance feedback on regular basis to staff, including appropriate performance metrics / reporting. Provide coaching and development opportunities to allow staff to increase their skills and grow professionally.

Qualifications

  • Education Qualification: 10 years working experience, with minimum 8 years progressive recruitment leadership in building and leading high performance.

Required Skills

  • Proficient in English, strong communication, interpersonal & organizational skills.
  • Intermediate level with IT skills MS Office, HRIS, Recruitment Tracking System.
  • Resourceful & analytical, knowledge of local HR Regulations & practices.
  • Innovative thinking with strategic capabilities.
  • Strong project planning and project management skills.
  • Broad knowledge of talent development.
  • Thorough understanding of the functional disciplines of HR.
  • Leadership capabilities.
