Job Purpose
Strategize and manage the implementation of Turnaround and Shutdown readiness plans for Refinery and Cracker plants towards achieving business goals with world class standards in Refinery and Cracker Plant's Overall Equipment Effectiveness (OEE), Mechanical Availability (MA) and Maintenance Index (MI) performance to achieve high plant reliability, integrity and HSE compliance in sustaining company high profitability and growth.
Key Accountabilities
1.Turnaround Strategy
- Drive and lead the development of long term Turnaround/ Shutdown strategy for Refinery and Crackercomplex by ensuring all stakeholders requirements are addressed which includes statutory requirements, Key Performance Business Indicators (KPBI), schedule, budget allocation, reliability targets and safety targets in line with Self-Regulatory under Plant Management System (PMS), to improve overall asset integrity, efficiency, reliability and availability as well as sustaining plant continuous improvement.
2.Turnaround Management System & Guideline
- Regulate and drive Turnaround / Shutdown governance process for Refinery and Cracker complex within Turnaround Management Guideline (TAMG) and TA Manual by incorporating governance processes within TA cycle, collaborating with internal and external parties to ensure adequate competent resources, ensuring closure of audit findings and ensuring retention of historical records and lessons learnt for future benchmarking and reference for improvement to achieve sustainable and flawless execution of turnaround.
3.Turnaround Implementation Execution & Close-out
- Strategize and lead the development of comprehensive Refinery and Cracker complex Turnaround/ Shutdown preparation pack within the TA Steering Committee's approved milestones by strategizing work scope development, contract management, material management, operation management, HSE & Security management, logistics management and other related activities to achieve complete readiness for Turnaround execution.
4.Performance Management & Turnaround Benchmarking
- Steer and lead the execution of Refinery and Cracker complex turnaround activities from resource mobilization, pre-execution, plant shutdown, work execution, plant start-up to resource demobilization by ensuring compliance to the HSE program, quality standard, agreed schedule within approved cost to ensure flawless turnaround execution and sustain high plant reliability, availability, and integrity to achieve continuous operational excellence.
5.Performance Management & Turnaround Benchmarking
- Lead and manage Refinery and cracker complex standard performance dashboard reporting template and database ie; manhours, duration, cost and quality by managing database and analyzing the result for benchmarking (internal / external) purposes to provide competitive edge and strategically link to the improvement of overall business goals.
6.Pit-Stop and Shutdowns
- Strategize and manage PRefChem maintenance team activities during Refinery and Cracker complex pit-stops/ planned shutdown e.g. catalyst change out, Transfer line Exchanger cleaning, etc. and unplanned and emergency shutdown e.g. process upset, feedstock constraint, equipment failure, etc. by identifying requirement, coordinating resources, work execution, as well as ensuring compliance to ensure successful and safe execution of the shutdown activities while sustaining high plant reliability, availability and integrity to achieve continuous operational excellence.
Qualification & Experience
- Bachelor's Degree in Engineering or higher, preferably registered with Board of Engineers Malaysia.
- Minimum 15 years of total working experiences in Oil & Gas or Petrochemical complexes; covering both plant maintenance and engineering.
- Preferably 10 years in plant maintenance in oil and gas industry with strong knowledge on industry's codes and standards, maintenance practices, safe practices including PETRONAS Technical Standards (PTS) and well verse with local statutory regulations.
- Knowledgeable in instrument, electrical, machinery, rotating equipment, corrosion and integrity management, reliability management, failure analysis, plant maintenance, etc.
