Job Title : Lead Instructional Designer (ODL Academic Programme)

Location : Petaling Jaya, Selangor

Type : Full-time

Reporting To : CEO / Academic Leadership Team

Salary : RM 8,000 – RM 12,000/ month

Job Summary

Metropolitan College is seeking a Senior Instructional Designer to lead the design, development, and continuous improvement of our Open & Distance Learning (ODL) programmes. This role plays a critical leadership function in shaping high-quality, industry-relevant, and learner-centred digital education experiences.

You will work closely with faculty members, academic leaders, and industry partners to translate academic vision into engaging, scalable, and outcomes-driven online programmes. As a senior hire, you will also lead and mentor an instructional design team, set standards for digital learning quality, and champion the effective use of Learning Management Systems (LMS) across the institution.

Key Responsibilities

1. Instructional Design & Curriculum Development

  • Lead the end-to-end instructional design process for ODL Academic Programmes based on Malaysian Qualifications Agency (MQA) guidelines.
  • Design and review course structures, syllabi, learning pathways, and programme frameworks
  • Develop measurable learning outcomes aligned with industry needs, academic standards, and regulatory requirements
  • Ensure courses are designed using sound instructional design models (e.g. ADDIE, backward design, competency-based learning)
  • Integrate multimedia, interactive activities, assessments, and applied learning into course delivery

2. Learning Management System (LMS) Leadership

  • Act as the institutional lead for LMS strategy, governance, and optimisation
  • Oversee course build standards, templates, content structure, and learner experience within the LMS
  • Work with faculty to ensure consistent, accessible, and student-friendly LMS course design
  • Analyse LMS data and learning analytics to improve engagement, retention, and learning outcomes
  • Collaborate with IT and vendors on LMS enhancements, integrations, and upgrades

3. Faculty Collaboration & Capability Building

  • Partner with academic staff to translate subject matter expertise into engaging online learning experiences
  • Provide consultation, coaching, and hands-on support to faculty on instructional strategies and digital tools
  • Design and deliver faculty development workshops on online teaching, assessment design, and student engagement
  • Promote best practices in online, blended, and active learning pedagogy

4. Quality Assurance & Academic Standards

  • Lead curriculum mapping, assessment alignment, and learning outcome validation
  • Ensure programmes comply with internal academic policies, accreditation standards, and regulatory requirements
  • Establish and monitor quality benchmarks for course design, delivery, and learner experience
  • Drive continuous improvement initiatives based on feedback, data, and academic review outcomes

5. Digital Learning Innovation

  • Champion innovation in digital pedagogy, assessment methods, and content delivery
  • Evaluate, pilot, and implement emerging educational technologies and tools
  • Introduce scalable and future-ready learning solutions that support working adults and lifelong learners
  • Ensure accessibility, inclusivity, and universal design principles are embedded into learning design
  • Represent the college at academic conferences, industry forums, and professional networks where relevant

6. Leadership, Strategy & Administration

  • Lead, mentor, and manage a team of instructional designers and learning technologists
  • Set priorities, allocate resources, and manage timelines for instructional design projects
  • Develop and maintain documentation, guidelines, and SOPs for instructional design processes
  • Perform other related duties as required to support institutional goals

Requirements & Qualifications

Education

  • Master's degree in Instructional Design, Educational Technology, Curriculum & Instruction, Education, or a related field
  • Doctorate is an added advantage

Experience

  • Minimum 7–10 years of experience in instructional design, preferably in higher education or ODL environments
  • Proven experience designing and managing online and distance learning programmes
  • Strong hands-on experience with Learning Management Systems (e.g. Moodle, Canvas, Blackboard, or similar)
  • Demonstrated experience leading or managing a team
  • Experience working closely with academic staff, subject matter experts, and leadership teams
