Job Description

Job Purpose

To support the Head of Learning & Development in shaping and executing the Bank's learning and capability strategy, while independently managing the end-to-end planning, governance, delivery, funding, evaluation and reporting of learning initiatives. The role translates business, regulatory and workforce capability needs into practical, well-governed and measurable learning solutions that strengthen employee capability and business performance.

Key Responsibilities

Learning Strategy and Annual Planning

  • Support the development and execution of the Bank's L&D strategy, annual training plan, capability roadmap and learning calendar in line with business priorities and People strategy.
  • Lead the annual Training Needs Analysis (TNA) process with HR Business Partners and business leaders, translating performance issues, skills gaps, regulatory findings and future capability needs into prioritized interventions.
  • Provide analysis, recommendations and options to the Head of L&D on programme priorities, delivery approaches, resource allocation and emerging learning trends.

Programme Design and Portfolio Management

  • Design and manage a balanced learning portfolio covering leadership, functional, technical, regulatory, compliance, culture and future-ready capabilities.
  • Apply blended and multi-modal learning approaches, including classroom, virtual, digital, workplace learning, coaching, action learning and the 70:20:10 model where appropriate.
  • Manage programmes end to end—from needs clarification, proposal and approval paper through vendor appointment, participant nomination, delivery, evaluation, payment and closure.

Budget, Funding and Financial Governance

  • Prepare, monitor and reconcile the L&D budget, commitments, forecasts and actual expenditure; identify risks, variances, savings and funding optimization opportunities.
  • Manage HRD Corp grant applications and claims accurately and within required timelines, including course registration, levy eligibility, attendance, supporting documents and claim submission.
  • Manage the utilization and governance of STF and STFi funds, including programme eligibility, balance monitoring, expiry dates, supporting evidence and reporting.
  • Work closely with Finance, Procurement and relevant stakeholders on budget controls, purchase orders, invoices, accruals, payment processing and audit requirements.

Vendor and Stakeholder Management

  • Source, assess and recommend suitable training providers through structured comparison of programme design, facilitator capability, methodology, commercial value and organizational fit.
  • Negotiate programme scope, fees, deliverables and service standards; monitor vendor performance and maintain a strong network of credible providers and industry partners.
  • Build effective relationships with senior leaders, Heads of Division, HR Business Partners, control functions and programme sponsors to clarify needs, manage expectations and secure timely decisions.

Governance, Risk and Quality Assurance

  • Ensure training papers, dates, funding sources, participant records, approvals and supporting documents are complete and accurate before programme commitment or system submission.
  • Maintain robust trackers, records and audit trails for programmes, budgets, funding, attendance, certification, evaluation and payments.
  • Identify operational risks, investigate process failures and implement corrective and preventive actions, including completion of Operational Risk Event documentation where required.
  • Ensure compliance with the Bank's policies, delegation of authority, procurement requirements, data privacy standards and applicable regulatory obligations.

Learning Effectiveness, Reporting and Insights

  • Establish appropriate evaluation measures for each programme, including participant feedback, learning assessment, behavioral application, business impact and return on investment where relevant.
  • Prepare accurate management reports and dashboards covering programme status, participation, learning hours, budget utilization, fund utilization, completion, evaluation outcomes and key risks.
  • Use data and stakeholder feedback to identify trends, improve learning solutions and provide actionable insights to Management.

Digital Learning, Process Improvement and Team Support

  • Drive effective use of learning platforms and digital content, including MGrow, LinkedIn Learning and other approved learning technologies.
  • Improve L&D processes, templates, controls, dashboards and ways of working to increase efficiency, accuracy and employee experience.
  • Guide and coordinate L&D team members and project resources, provide quality checks and ensure timely delivery of agreed actions.
  • Keep abreast of L&D, banking, technology, AI, data and workforce trends and recommend relevant practices for the Bank.

Key Success Measures

  • Annual learning plan and priority programmes delivered within agreed timeline, scope and budget.
  • Accurate and timely HRD Corp, STF and STFi submissions, with avoidable claim loss and governance exceptions minimized.
  • Reliable budget forecasts, reconciliations, management reports and programme records.
  • Strong stakeholder satisfaction and effective vendor performance.
  • Evidence of learning completion, application and measurable capability or business improvement.
  • Timely identification and resolution of delivery, funding, documentation and operational risks.

Qualifications

  • Bachelor's degree in Human Resources, Learning & Development, Business Administration, Psychology, Education or a related discipline. Professional certification in L&D, HRD Corp, facilitation, instructional design or project management is an advantage.

Years & Nature of Experience

Experience

  • Minimum 7–10 years of progressive experience in Learning & Development, talent or capability development, with at least 3 years managing programmes, portfolios or projects independently.
  • Strong end-to-end L&D experience covering needs analysis, solution design, implementation, governance, evaluation, reporting and continuous improvement.
  • Hands-on experience managing training budgets, HRD Corp grants and claims; knowledge of STF and STFi funding requirements is highly preferred.
  • Experience in banking, financial services or another highly regulated environment is preferred.
  • Proven experience managing external providers, senior stakeholders and multiple concurrent programmes

Skills and Competencies

  • Strong L&D knowledge with the ability to contribute to strategy while maintaining disciplined execution.
  • Exceptional attention to detail, accuracy and follow-through, particularly for dates, budgets, funding submissions, approvals and supporting documents.
  • Strong stakeholder management, consultation, influencing, negotiation and written communication skills. Governance, Risk and Quality Assurance
  • Commercial and business acumen, with the ability to evaluate programme value, challenge proposals and recommend practical solutions.
  • Strong analytical, reporting and presentation capability; advanced working knowledge of Microsoft Excel and PowerPoint, with Power BI or dashboard experience an advantage.
  • Sound project management, prioritization, problem-solving and risk-management capability.
  • Ability to work independently, manage pressure and deadlines, and provide reliable support to the Head of L&D.
  • High integrity, accountability, collaboration and commitment to service quality.
