Job Description
Key Responsibilities
Project Management and Coordination
- Lead and manage all M&E works from design development and construction through testing, commissioning, and final handover.
- Coordinate M&E activities with clients, consultants, contractors, authorities, vendors, and internal project teams.
- Review and monitor project schedules to ensure M&E deliverables are aligned with overall project milestones.
- Identify project risks, constraints, and technical issues, and implement appropriate mitigation measures.
- Ensure all works are executed in accordance with approved drawings, specifications, quality standards, and contractual requirements.
- Lead coordination meetings, technical workshops, and progress reviews.
Design and Technical Management
- Review M&E designs, calculations, shop drawings, method statements, and technical submissions for compliance, coordination, and constructability.
- Manage design coordination across architectural, structural, civil, mechanical, and electrical disciplines.
- Evaluate technical proposals, equipment selections, material submissions, and vendor documentation.
- Provide technical expertise on mission-critical systems, including redundancy, availability, maintainability, and reliability requirements.
- Interpret and resolve technical issues arising during design and construction.
Testing and Commissioning
- Develop and implement Testing and Commissioning (T&C) strategies, plans, procedures, and schedules.
- Manage Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Integrated Systems Testing (IST), and final commissioning activities.
- Coordinate with independent commissioning agents, client-appointed consultants, authorities, and specialist vendors.
- Ensure all systems meet operational readiness, performance, redundancy, and reliability requirements before handover.
- Lead the troubleshooting, investigation, and resolution of commissioning issues.
- Review test results, commissioning records, as-built documentation, and operation and maintenance manuals.
Quality, Safety, and Compliance
- Ensure compliance with applicable local authority regulations, statutory requirements, industry codes, and client standards.
- Drive quality assurance and quality control processes for all M&E works.
- Ensure compliance with Workplace Safety and Health (WSH) requirements and project HSE standards.
- Conduct inspections, audits, site reviews, and quality assessments.
- Monitor construction quality, safety performance, and corrective action close-out.
Commercial and Contract Management
- Review subcontractor progress claims, valuations, and variation orders.
- Monitor M&E budgets, expenditure, forecasts, and cost-control measures.
- Support procurement activities, including the technical evaluation of suppliers, vendors, and subcontractors.
- Monitor subcontractor performance and compliance with contractual obligations.
- Assist with the review and resolution of contractual, technical, and commercial issues.
Stakeholder Management and Reporting
- Serve as the primary point of contact for all M&E-related matters.
- Maintain effective communication with clients, consultants, contractors, vendors, regulatory authorities, and internal stakeholders.
- Provide regular progress updates, risk reports, technical reports, and management briefings.
- Escalate critical issues and recommend timely corrective actions.
- Foster strong working relationships across multidisciplinary project teams.
Requirements
Education and Professional Qualifications
- Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline.
Experience
- Minimum 10 years of M&E construction experience , including at least 3 years in a managerial or leadership role .
- Proven experience delivering large-scale data centre projects or other mission-critical facilities.
- Strong experience managing testing, commissioning, and integrated systems testing for complex M&E systems.
- Experience managing consultants, subcontractors, specialist vendors, and multidisciplinary project teams
Technical Competencies
- Strong knowledge of critical power infrastructure and data centre cooling systems.
- Good understanding of data centre requirements.
- Expertise in commissioning methodologies, FAT, SAT, IST, and operational readiness.
- Ability to review and interpret engineering drawings, specifications, contracts, schedules, and technical documentation.
- Proficiency in project planning, scheduling, reporting, and document management software.
- Strong problem-solving, leadership, communication, and stakeholder management skills.
