Job Description

ROLE PURPOSE

Provide support to Functional Heads and Lead Principals through cross-functional collaboration to ensure effective execution of the Commission's regulatory and supervisory functions, including authorisation, surveillance and supervision, policy development, and Shariah compliance to safeguard consumer interests, uphold market integrity, and strengthen confidence in the consumer credit industry.

PRINCIPAL ACCOUNTABILITIES

Policy Development and Review

  1. Support policy development and reviews that ensure transparency, fairness, and professionalism among credit and service providers by using market insights, supervisory findings, and risk analysis, and provide research-based recommendations to ensure regulatory frameworks remain relevant, adaptive, and conducive to innovation.
  2. Assist in drafting and refining consumer credit regulatory policies by conducting research, analysing compliance requirements, and providing operational input to strengthen governance and protect credit consumers.
  3. Collaborate with internal teams to review and improve the consumer credit regulatory framework, ensuring accurate interpretation and practical application of laws, regulations, and standards or guidelines for consistency and fair market practices.
  4. Coordinate data gathering, research, and stakeholder engagement activities to assist in the refinement and implementation of the Consumer Credit Act (CCA) of Phase 2 in collaboration with Bank Negara Malaysia, Securities Commission Malaysia, and relevant ministries.

Surveillance & Supervision

  1. Support Functional Heads and Lead Principals in conducting surveillance and supervision of regulated entities including Islamic credit providers by performing risk monitoring and assessments, and assisting with intervention actions to ensure regulatory compliance, protect credit consumers, and uphold market integrity.
  2. Analyse data from on-site reviews, regulatory submissions, and public sources for both conventional and Islamic credit activities, to identify entity-specific and systemic risks and recommend corrective measures to strengthen compliance and consumer protection.

Authorisation

  1. Manage licence and registration applications, including new submissions and ongoing authorisation oversight, ensuring completeness, regulatory compliance, and adherence to authorisation criteria including shariah governance while providing guidance and responsive support to regulatees, coordinate compliance checks with internal and external parties, and drive process improvements to enhance efficiency and effectiveness.

Operational Excellence & Learning

  1. Proactively participate in process improvement initiatives and take advantage of learning and development opportunities to enhance operational efficiency, ensure compliance, and strengthen personal and team capabilities.

Assist with ad hoc assignments as required, providing timely and effective cross-functional support to achieve and contribute to the Commission's overall objectives

QUALIFICATIONS

Academic Qualifications

  • Bachelor's degree in Accounting, Finance, Economics, Law, Commerce, Data Science, Information Systems or a related field.

Experience

  • Minimum 7 years of experience in legal advisory, financial supervision, compliance, enforcement, supervisory or regulatory technology within a regulatory authority, financial services sector, or government-linked organisation.
  • Experience in stakeholder engagement with government agencies, industry associations, and consumer advocacy groups.
  • In-depth understanding of consumer credit laws, regulatory frameworks, and governance principles with familiarity in Shariah principles applicable to consumer credit products and services.
  • Exhibits strategic and analytical thinking, with ability to engage stakeholder engagement, uphold ethical integrity, adaptability, collaborative, and solid business and digital acumen.
  • A Malaysian citizen
