Job Description

Job Purpose

The Manager is responsible for leading and managing all railway systems including signaling, telecommunications, SCADA, platform screen doors, and Automatic Fare Collection (AFC). This role ensures the safe, efficient, and reliable operation of critical systems that enable seamless and customer-centric cross-border rapid rail transit between Malaysia and Singapore for RTS Operations Pte. Ltd.s

Key Accountabilities

Leadership & Strategic Direction

  • Lead and manage the Systems function, aligning with RTSO's vision of setting new standards in connectivity and innovation.
  • Develop system strategies that ensure high reliability, cybersecurity resilience, and future scalability.

System Management

  • Oversee design, operation, testing, commissioning, and maintenance of signalling, telecoms, SCADA, AFC, and PSD systems.
  • Ensure integration and interoperability between systems, rolling stock, and power.
  • Monitor performance to achieve safety and availability target.

Engineering & Technical Excellence

  • Provide expertise in railway systems engineering, adopting best practices and new technologies.
  • Conduct engineering reviews, audits, and system assurance processes.
  • Drive standardization and continuous improvement across system functions.
  • Safety, Risk & Compliance

    • Ensure compliance with cross-border regulatory requirements and cybersecurity frameworks.
    • Lead safety assurance activities for signalling and systems operations.
    • Establish contingency and disaster recovery protocols for critical systems.

    Operational Readiness & Maintenance

    • Develop preventive and predictive maintenance regimes for signalling and systems.
    • Lead root cause analysis and system recovery actions for failures and incidents.
    • Ensure systems readiness to support 24/7 cross-border operations.

    Project Delivery & Integration

    • Support system testing, integration, and commissioning up to RTS Link service commencement.
    • Work closely with contractors and technology vendors to deliver projects on time and within budget.
    • Ensure seamless handover from project phase to operations.

    Financial & Resource Management

    • Manage the Systems budget, ensuring cost control and optimized resource utilization.
    • Negotiate and manage contracts with systems suppliers and vendors.
    • Ensure value-for-money procurement and lifecycle cost optimization.

    People Management & Capability Building

    • Lead and mentor a multidisciplinary team of system engineers and specialists.
    • Build in-house capabilities through knowledge transfer and training.
    • Foster a culture of safety, innovation, and operational excellence.

    Stakeholder Engagement

    • Engage with regulators, SMRT, technology providers, and internal stakeholders.
    • Align cross-border operational requirements for signalling and systems interoperability.
    • Represent RTSO in audits, technical discussions, and international forums.

    Incident, Emergency & Crisis Management

    • Champion digital transformation initiatives in signalling and AFC.
    • Promote smart mobility solutions and customer-centric technologies.
    • Drive sustainable system designs that support RTSO's environmental goals.

    Qualifications, Skills & Knowledge

    • Bachelor's degree in Electrical, Electronic, or Telecommunications Engineering. Chartered/Professional Engineer certification is an advantage.
    • At least 10 years of experience in railway systems engineering and operations. Minimum 5 years in a leadership role.
    • Functional Competencies: Strong knowledge of signalling, telecoms, AFC, and SCADA systems, System assurance and integration expertise and Contract and vendor management skills.
    • Technology Knowledge: Knowledge of CBTC/ETCS signalling technologies, understanding of telecoms networks, cybersecurity, and SCADA and familiarity with digital fare collection and Mobility-as-a-Service (MaaS) solutions.
