Job Description

About the Role:

This role is accountable for the design, structuring, and end-to-end development of the Bank's Islamic treasury and interbank products from business case and product structuring through to launch and for their subsequent enhancement as commercial, regulatory, or market conditions require. The role prepares product business cases, structuring papers, and approval documentation across the full development and enhancement lifecycle, under the direction of the Treasury Division.

What you will do:

  • Design and structure new Islamic treasury and interbank products and product variants, working with the Treasury Division to address funding, liquidity, and hedging needs, and proactively identify opportunities from market developments, peer offerings, and balance sheet gaps.
  • Develop business cases and structuring papers.
  • Draft and coordinate the legal and dealing documentation for new or enhanced products, working with various parties to ensure documents are executable, enforceable, and consistent with the approved Shariah structure.
  • Ensure operational readiness before launch.
  • Lead the Shariah governance pathway for new or enhanced treasury products from Shariah Advisory review and sign-off through to Shariah Board approval, so that no product launches without documented Shariah approval.
  • Prepare BNM regulatory compliance assessments for new or enhanced treasury products, covering Islamic Interbank Money Market rules and Foreign Exchange Administration (FEA) rules where applicable, and coordinate all required filings, notifications, and regulator queries.
  • Own the governance documentation and approval trail (management, Risk, Shariah, and Compliance sign-offs) for each new or enhanced product from initiation to launch, ensuring audit-readiness.
  • Ensure strict compliance with all internal policies and regulatory requirements.
  • The duties and responsibilities outlined above may evolve over time without altering the overall nature or seniority of the role.
  • The job holder may also be required to undertake other responsibilities as assigned by the Immediate Leader or Head of Division consistent with the role's scope and level of authority.

Skills and experience you possess:

  • Bachelor's Degree in Finance, Economics, Business Administration, or a related field.
  • Professional certification in Islamic finance (e.g., CIFP, IBFIM, AICB) or treasury / dealing (e.g., ACI Dealing Certificate) is an advantage.
  • At least 5 years of experience in banking or financial services, with direct exposure to Islamic treasury, money market, or liability / investment product development and structuring.
  • Working understanding of treasury product economics: PSR / pricing mechanics, cost of funds, and funding-cost impact assessment.
  • Working knowledge of Islamic finance principles and Shariah contracts (e.g., Tawarruq, Wakalah, Wa'd) as applied to treasury and interbank products are preferred.
  • Familiarity with Bank Negara Malaysia guidelines relevant to treasury operations and Islamic interbank money markets, and with the product approval / governance process (Risk, Shariah, Compliance sign-off).
  • Strong numerate and analytical skills: able to build and interpret product business cases, pricing structures, and funding-cost models.
  • Structured project management: able to take a product from concept through approval to launch against a timeline, across multiple stakeholders, and to scope and deliver enhancements to live products through the same governance pathway.
  • Meticulous and detail-oriented: accuracy is critical given the regulatory and Shariah sensitivity of new product structuring and documentation.
  • Able to work cross-functionally without direct line authority.
  • Self-directed and delivery-focused: manages a multi-stakeholder approval pipeline independently and escalates risks early.
