Job Description

The project involves the Project Management Consultancy (PMC) services for the construction of an LNG Import Terminal in Malaysia. The PMC team will manage and supervise the EPCC contractor to ensure design integrity, safety, quality, cost control, and timely project completion. The PMC scope includes engineering reviews, procurement coordination, construction oversight, SHE management, commissioning support, and process safety compliance.

The project will include an onshore LNG storage tank, associated regasification facilities, gas send-out systems, and LNG Jetty marine operations. The PMC will ensure all deliverables comply with Malaysia and International regulations, international standards (API, NFPA, IEC, etc.), and best industry practices.

The scope of work includes a comprehensive review and oversight of engineering design under the PMC framework, covering all project phases from LNTP (Limited Notice to Proceed) through to COD (Commercial Operation Date).

1: Project Manager


Role Overview

The Project Manager will lead the PMC team and act as the primary interface with the Client and EPCC contractor, ensuring overall project delivery is aligned with scope, cost, schedule, and quality.

Key Responsibilities

  • Lead overall PMC execution across engineering, procurement, construction, and commissioning.
  • Manage EPCC contractor performance and ensure alignment with project objectives.
  • Oversee project schedule, cost control, risk management, and reporting.
  • Act as the main point of contact with stakeholders and ensure effective communication.
  • Lead high-level decision-making and resolve critical project issues.
  • Ensure compliance with Malaysian regulations and international standards.
  • Drive project governance, reporting, and progress monitoring.

Requirements


  • 15+ years of experience in EPC/PMC roles for large-scale energy or LNG projects.
  • Proven experience as Project Manager for LNG terminals or similar infrastructure.
  • Strong leadership, stakeholder management, and communication skills.
  • Based in Malaysia.
  • Excellent English communication skills.

2: Engineering Manager


Role Overview:

The Engineering Manager will lead the engineering review and management team within the PMC organization. This role ensures design quality, technical integrity, and smooth coordination among all disciplines (civil, mechanical, electrical, process, piping, instrumentation, and control).

Key Responsibilities:

  • Lead and manage all engineering disciplines to ensure design compliance, safety, and alignment with project schedule.
  • Review EPCC contractor's engineering deliverables, including drawings, reports, and calculations.
  • Coordinate interfaces between procurement, construction, and commissioning teams to avoid design conflicts.
  • Ensure adherence to international standards, industry best practices, and project-specific design philosophies.
  • Lead critical design review sessions such as HAZOP, SIL verification, and constructability reviews.
  • Provide technical recommendations to the Project Manager and support design change evaluations.

Requirements:


  • Minimum 12+ years of experience in similar roles on large-scale LNG Import terminal projects.
  • Based in Malaysia with excellent English communication skills.
  • Prior experience with LNG Import terminal projects is highly preferred.
  • Procurement Manager

Role Overview:


The Procurement Manager will oversee all procurement activities, ensuring timely sourcing, vendor selection, and coordination with the engineering team and EPCC contractor.

Key Responsibilities:

  • Lead procurement planning, RFQ processes, bid evaluation, and vendor selection in coordination with the engineering team.
  • Review vendor technical documents and ensure compliance with project specifications.
  • Monitor and expedite the EPCC contractor's procurement schedules to meet project timelines.
  • Coordinate with logistics, quality control, and engineering to ensure seamless vendor and materials management.
  • Identify supply chain risks and develop mitigation strategies for potential delays.

Requirements:


  • 12+ years of procurement experience in EPC or PMC projects ( LNG Projects).
  • Strong communication and negotiation skills (English proficiency required).
  • Based in Malaysia, with hands-on experience in vendor management and procurement planning.
  • Construction Manager

Role Overview


The Construction Manager will oversee all site construction activities, ensuring safe, high-quality, and timely execution of works by the EPCC contractor.

Key Responsibilities

  • Supervise all construction activities including civil, mechanical, piping, E&I, and marine works.
  • Ensure compliance with approved drawings, specifications, and safety standards.
  • Monitor construction progress and ensure alignment with project schedule.
  • Coordinate site interfaces between contractors, vendors, and PMC team.
  • Identify and resolve site issues, including constructability challenges.
  • Ensure quality control and inspection processes are properly implemented.
  • Support commissioning and handover activities.

Requirements


  • 12+ years of construction experience in LNG, oil & gas, or large infrastructure projects.
  • Strong site management and contractor coordination experience.
  • Experience in LNG tank, jetty, and process facilities construction preferred.
  • Based in Malaysia.
  • Strong leadership and problem-solving skills.

5: SHE Manager


Role Overview:

The SHE Manager will implement and enforce Safety, Health, and Environment (SHE) systems for the project. This role ensures that all EPCC contractor activities adhere to project safety policies, Thai regulations, and international standards.

Key Responsibilities:

  • Develop and implement SHE policies, plans, and procedures across the project.
  • Conduct risk assessments, safety audits, and incident investigations.
  • Coordinate closely with EPCC contractors to ensure compliance with EHS standards and EIA/EHIA requirements.
  • Monitor construction activities, including hazardous material handling, to prevent SHE incidents.
  • Conduct safety training and awareness programs for all site personnel.

Requirements:


  • 10+ years of experience in SHE roles for major EPC or PMC projects.
  • Strong experience in cryogenic or petrochemical construction projects preferred.
  • Good English communication and reporting skills.

Qualifications


Minimum Criteria & Requirements (Applicable to All Roles)

  • Education: Bachelor's degree in Engineering is required; a Master's or MBA is preferred.
  • Experience: Minimum of 12+ years in the relevant engineering or management discipline.
  • PMC Experience: Must have hands-on experience in Project Management Consultancy (PMC) roles, specifically in LNG projects.
  • Certifications: Professional certifications such as Chartered Engineer, PMP, or discipline-specific credentials are highly preferred.
  • Leadership & Communication: Strong stakeholder management, team leadership, and cross-functional coordination skills are essential.
