SUMMARY:

Armor Defense Inc. is seeking a seasoned Business Change and Project Manager to lead the organizational change and project delivery aspects of a strategic data security and governance engagement with a large enterprise customer in Malaysia. Unlike a purely technical role, this position is fundamentally about people, behavior, and business transformation. The successful candidate will drive lasting change in how the client's executives, managers, staff, and contractors think about, handle, and protect data.

This engagement supports the client's AI readiness strategy. Before the organization can responsibly leverage AI, it must first establish robust data classification and control practices across the enterprise. This role is accountable for making that happen by combining strong project management discipline with expert-level organizational change management. The candidate will coordinate closely with Armor Defense's regional delivery team, including technical architects and specialist resources based across Southeast Asia, while being the on-the-ground leader in Malaysia.

The candidate must be deeply familiar with Malaysian business culture, communication styles, and organizational dynamics, as success depends on the ability to influence behavior from the boardroom to the operational front line.

This role is a contract-to-permanent position with regular presence at the client's offices.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Additional duties may be assigned as required)

ORGANIZATIONAL CHANGE MANAGEMENT

Behavioral Change and Culture

  • Design and execute a comprehensive organizational change management (OCM) strategy to shift the client's culture toward proactive data classification, protection, and governance.
  • Identify and address resistance to change at all organizational levels, from C-suite executives to operational staff and third-party contractors.
  • Develop tailored engagement and communication plans for different stakeholder groups, accounting for varying levels of technical literacy, language preferences (English, Bahasa Malaysia, and potentially Mandarin or Tamil), and cultural communication norms.
  • Establish and lead a network of data champions or change agents across business units to drive peer-level adoption and accountability.
  • Design and deliver (or oversee delivery of) training programs, workshops, and awareness campaigns that make data classification and protection tangible and relevant to everyday job functions.
  • Develop behavioral metrics and adoption KPIs to measure the effectiveness of change initiatives (e.g., label adoption rates, DLP policy compliance, training completion, incident reduction).
  • Coach and advise senior client leaders on their role as visible sponsors of data governance change, helping them model the desired behaviors.

Executive and Stakeholder Engagement

  • Build and maintain trusted relationships with client executives (CIO, CISO, CDO, business unit heads) to sustain sponsorship and momentum for the data governance program.
  • Prepare and deliver executive briefings, steering committee presentations, and boardlevel updates on program progress, risks, and outcomes.
  • Navigate the client's organizational politics and decision-making structures with cultural sensitivity, leveraging an understanding of Malaysian corporate hierarchy and consensus-building practices.
  • Facilitate alignment between IT, security, legal/compliance, and business stakeholders on data classification priorities and policies.

PROJECT MANAGEMENT

  • Own the end-to-end project plan for the Microsoft Purview implementation and the broader data governance program, managing scope, schedule, budget, risks, and dependencies.
  • Coordinate the work of the embedded Purview Specialist(s), regional technical architects (based in Singapore and across Southeast Asia), and any additional delivery resources, ensuring technical delivery aligns with business adoption timelines.
  • Establish and run governance structures including steering committees, working groups, and status reporting cadences.
  • Manage project risks and issues proactively, escalating appropriately and developing mitigation strategies.
  • Develop and maintain a phased roadmap for data classification and control maturity, with clear milestones tied to the client's AI readiness objectives.
  • Track and report on project financials, resource utilization, and delivery against contracted scope.
  • Ensure proper documentation of decisions, action items, lessons learned, and knowledge transfer artifacts.
  • Drive continuous improvement by conducting retrospectives and incorporating feedback into the program approach.
  • Manage cross-border coordination with Armor Defense's regional team, ensuring smooth collaboration across time zones and office locations.

ONGOING PROGRAM DEVELOPMENT

  • Advise the client on building internal data governance capabilities and operating models that will sustain progress beyond the engagement.
  • Identify opportunities to expand the scope of data governance and AI readiness initiatives, supporting Armor Defense's account growth.
  • Stay current on data protection regulations across Southeast Asia (Malaysia PDPA, Singapore PDPA, Thailand PDPA, etc.) and advise the client on compliance mplications.
  • Provide thought leadership on the intersection of data governance, organizational change, and AI adoption in large enterprise environments

REQUIRED QUALIFICATIONS

  • Malaysian citizen, or a candidate with extensive long-term residency in Malaysia (minimum 5 years) and a demonstrably deep understanding of Malaysian business culture, organizational dynamics, and communication norms. This is a non-negotiable requirement.
  • 10+ years of professional experience, with at least 5 years in roles that combine project management with organizational change management or business transformation.
  • Proven track record of driving behavioral and cultural change in large, complex organizations, ideally involving technology-driven transformation (e.g., ERP, security, compliance, or data governance programs).
  • Strong experience managing projects and programs with both technical delivery and business adoption workstreams running in parallel.
  • Demonstrated ability to engage, influence, and advise C-suite and senior leadership, with a track record of presenting to executive audiences and steering committees.
  • Excellent communication and facilitation skills in English. Proficiency in Bahasa Malaysia is highly valued; additional languages (Mandarin, Tamil) are a strong advantage given Malaysia's multilingual business environment.
  • Deep understanding of how to tailor change management approaches for hierarchical, relationship-oriented business cultures prevalent in Malaysia and the broader ASEAN region.
  • Experience coordinating distributed teams across multiple countries and time zones. Bachelor's degree in Business Administration, Organizational Development, Communications, Information Management, or a related field.

PREFERRED QUALIFICATIONS

  • Demonstrated expertise in a recognized change management methodology such as Prosci ADKAR, Kotter, or equivalent frameworks. Formal certification (Prosci, ACMP CCMP, or regional equivalent) is valued but practical, demonstrable experience with structured change methodology is equally acceptable.
  • Project management certification: PMP, PRINCE2, or Agile/Scrum certifications. PRINCE2 and PMP are both widely recognized across the ASEAN region.
  • ITIL certification or demonstrated experience applying ITIL service management principles in enterprise environments.
  • Prior experience in a large-scale, complex enterprise environment such as aviation, financial services, telecommunications, energy, or government. Understanding of how large organizations with diverse operational units (spanning commercial, operations, engineering, and support functions) manage data flows is a significant advantage.
  • Familiarity with Microsoft Purview, Microsoft 365 compliance tools, or similar data governance/classification platforms at a functional (non-implementation) level. You do not need to be a technical expert, but you must understand what the tools do and how adoption is measured.
  • Experience with data governance frameworks (DAMA-DMBOK) and data protection regulations in the ASEAN region.
  • Experience managing managed service or consulting engagements from the provider side, with an understanding of contract delivery, SLAs, and client relationship management.
  • MBA or Master's degree in Organizational Development, Change Management, or a related discipline.
