Proposal Manager - Objective
- Manage all proposal development activities
- Provide leadership and mentoring to the proposals team
- Provide proposal-related technical support to internal and external clients
- Hold accountability for overall proposal strategies, confirming technical requirements and cost models in conjunction with relevant line management.
Proposal Manager - Job duties
- Oversee process preliminary design and sizing on bid projects, assist direct reports to confirm technical requirements with internal engineering team.
- Provide technical leadership to sales team, providing the best solution in terms of technical and commercial advantages and disadvantages.
- Review technical and commercial proposals based on RFQ received, ensuring quality bids are issued in a timely manner.
- Provide leadership on technical clarifications throughout bidding phase, including client evaluation meetings up to and including initial project stage (Asian and Global projects)
- Drive all aspects of the tendering flow process, with a particular focus on the Technical and Financial Risk review meetings
- Provide technical training opportunities.
Senior Proposal Engineer - Objective
- To liaise with engineering team and ensure the best input given during tender stage.
- To liaise with external part to ensure technical and commercial proposal is accurate.
- To ensure proposal is developed as per internal procedure given.
- To prepare an accurate proposal and costing within timeline given.
- To support global sales team.
Senior Proposal Engineer - Job duties
- Review proposal engineer deliverables for proposal submission.
- Review and analyse terms and conditions from a client.
- Develop cash flow analysis and review payment terms for project bids.
- Monitor and review departmental performance metrics and report to the manager.
- Monitor staff development and mentor proposal engineer and report to the manager on progress.
- Prepare technical and commercial proposal based on RFQ received.
- Develop material take-off and costings.
- To arrange deliverables for proposal submission.
- Issue RFQ to external vendor and follow up with the quotation status.
- Complete the vendor registration and tender prequalification.
- Advise to salesperson in charge of the best strategy in terms of technical and commercial advantages and disadvantages for proposal bidding.
- Provide feedback to the Proposal Manager on the proposal development activity throughout the bidding phase.
- Analyse ITB/RFQ from client in terms of technical and commercial.
- Assist global sales team with technical and commercial clarifications.
- Develop, negotiate, and confirm specifications with external groups including clients, vendors, contractors, and OEMs in a timely manner.
- Perform process preliminary design and sizing or budgetary proposal.
- Develop and confirm technical requirements with the internal engineering team.
Experience / Skills required for both positions
- Bachelor Degree in Engineering (Chemical, Mechanical, E&I, Material and equivalent) with approximately 5 years and above of relevant working experiences in bidding/tendering projects particularly in oil & gas industry.
- Must have experienced / skilled in WATER TREATMENT / PRODUCED WATER SKID PACKAGES
- Computer literacy in Excel, Word, Project, Xiat Porter and preferably some knowledge on Hysys, excellent communication skill with clients.
- Possess strong negotiation and communication skills with colleagues, clients and vendors.
- Able to quickly analyze information, interpret the information and identify key points of the tender/proposal requirement.
- Able to work under pressure, meeting tight deadlines, with a flexible approach to solutions.
- Knowledgeable in oil and gas standards, requirement, and the know-how.
