Job Description

Job Responsibilities

Main Responsibilities as Proposal Engineer:

  • The Proposal Engineer will perform in all relevant activities related to the compilation of Tender Proposals for tenders related to Oil, Gas, Pipelines, Petrochemicals, Industrial and other Mechanical Plants, in particular Technical Sections of the Proposals.
  • Project costing using internal pricing tools
  • Perform data analytics on the data of the proposals submitted and enquiries received. The objective includes among other things to understand reasons bids were unsuccessful, enquiry patterns, etc.

Main Responsibilities As Project Controller

  • The Project Controller will monitor and control project cost, budget and expenditure using approved internal cost control tool.
  • Track project progress schedule performance against baseline plans.
  • Identify potential cost overruns, delays, and project risk, and highlight to project management.
  • Prepare and maintain project control reports including cost, progress, forecast and variance analysis.
  • Assist Project Manager and Study Leads in preparing progress reports and S-Curve.
  • Support change management, technical queries, and project close-out activities.
  • Coordinate with Head of department, managers, and finance to ensure accurate and timely project data.
  • Chair or participate in weekly project/department progress meetings and provide status update.

Other Responsibilities

  • Review of Technical Proposal's requirements as per the Invitation to Bid Documents and related contract specifications, drawings, etc. and discuss requirements with PRS Team Leader(s)
  • Under the supervision of the PRS Team Leader(s), establish the overall index of the whole Technical Proposal and review it with the Principal & Lead Engineers, in order to establish the overall strategy and approach to the preparation of the Technical Proposal.
  • Coordination with PRS and Business Development for the requirements of the Technical Proposal.
  • Participate in identifying risk elements and coordinate with the PRS Team Lead.
  • Liaise with other parties involved in assisting in the compilation of parts of the Technical Proposal, i.e., AMS/HSE/IVB, Legal, Accounts, etc., and coordinate their efforts to ensure that those parts of the Technical Proposal are prepared on schedule and in compliance with the ITB documents.
  • Preparation of Project Execution Plans and the development of the most appropriate method for executing the works and assist in liaison efforts with other support departments within the company.
  • Partake in compiling the Technical Proposal in its final format, hard and electronic copies.
  • Provide support to Pre-Qualification Documents preparation conducted by other departments within the company and as directed by the PRS Team Leader.
  • Respond to Technical Clarification Requests received from Clients.
  • Attend Technical/Bid Clarification Meetings with the Clients.
  • Carry out technical presentation of project execution plans and provide clarifications and resolve queries.
  • Compiling CVs and Company Track Record as required in the proposal development.
  • To act as project controller for selected high profile projects; project progress update etc
  • Develop project schedule
  • Chairperson for department weekly check-in and update weekly ppt.

Technical Role

  • Attend to client's comments or clarifications during execution of projects
  • Attend client meetings with supervisor to deliver effective technical solutions to clients
  • Support Project Managers and Seniors to effectively manage projects, as well as sub-contractors work
  • Ensure self-awareness of relevant regulatory framework, legislation changes, initiatives and industry technology developments
  • Follow local and international standards and guidelines for the Technical Safety studies or audits performed

Job Requirements

  • Possess a bachelo's degree in Chemical / Mechanical Engineering from a recognised university
  • Must have relevant experience for at least 3 - 5 years in similar position
  • Should have minimum 3 years working experience in oil and gas industries (floaters, onshore/offshore), petrochemical industries for both greenfield and brownfields projects (existing assets)
  • Experience working on Petronas HSE Case Development (associated FSA studies) will be highly valued
  • Familiar with Petronas MPM guidelines will be an added advantage
  • Proficiency in excel programming, data handling & management
  • Familiarity with Risk & Safety/HSE Case/FSA studies.
  • Work may require evening and weekend work.
