Job Description
Role Objective
As the QS Manager (M&E), you will lead the commercial and contractual management for our Mechanical, Electrical, and Process Utility projects. You will oversee the entire projectlifecycle-from initial feasibility and tendering to final account closure-ensuring that our EPC and EPCM delivery remains financially viable and risk-mitigated.
Key Responsibilities
1. Pre-Contract & Tendering
- Lead the M&E estimation team in preparing competitive tenders for large-scale industrial, commercial, and cleanroom projects.
- Perform detailed take-offs for M&E services (HVAC, Electrical, Fire Protection, and Process Piping).
- Review Tender Documents, Conditions of Contract, and Technical Specifications to identify commercial risks and opportunities.
2. Cost Management & Control
- Establish project budgets and perform regular Cost Value Reconciliations (CVR).
- Monitor project cash flow and implement cost-control measures to ensure margins are maintained.
- Manage the procurement process, including the evaluation and appointment of subcontractors and suppliers.
3. Contract Administration
- Administer main contracts and subcontracts in accordance with standard forms of contract.
- Manage the valuation of progress claims, certification of payments, and assessment of variation orders (VOs).
- Oversee the preparation and negotiation of final accounts with clients and subcontractors.
4. Leadership & Compliance
- Provide mentorship and guidance to a team of Quantity Surveyors.
- Ensure all commercial activities comply with Singapore's Building and Construction Industry Security of Payment (SOP) Act.
- Collaborate closely with Project Managers to align site progress with financial reporting.
Requirements
- Education: Bachelor's Degree in Quantity Surveying, Building, or Mechanical/Electrical Engineering.
- Experience: Minimum 8-10 years of experience in QS, specifically within the M&E sector in Singapore. Prior experience in EPC/EPCM environments for data centers or cleanrooms is highly advantageous.
- Technical Skills: . Proficiency in BIM (Glodon/Cubicost) for automated quantities take-off.
Strong understanding of Singapore building codes and the SOP Act.
- Certifications: Membership in SISV (Singapore Institute of Surveyors and Valuers) or RICS is preferred.
- Soft Skills: Exceptional negotiation skills, commercial acumen,and the ability to work under tight deadlines in a fast-paced environment
