Job Description

Job Role Purpose

The Safety & Health Officer (SHO) is responsible for promoting and maintaining a safe, healthy, and compliant working environment across offshore and onshore operations. The role ensures compliance with company HSE policies, client requirements, and applicable statutory regulations while supporting the safe execution of projects through proactive hazard identification, risk management, and continuous HSE leadership. The SHO serves as the frontline HSE representative, working closely with project teams, contractors, and clients to prevent incidents and foster a positive safety culture.

Key Responsibilities

1. HSE Compliance & Regulatory Requirements

  • Ensure compliance with company HSE policies, procedures, client requirements, and applicable Malaysian statutory regulations.
  • Promote adherence to HSE standards across all offshore and onshore work activities.
  • Monitor work practices and intervene when unsafe acts or conditions are identified.

2. Site Inspections, Hazard Identification & Risk Assessment

  • Conduct routine workplace inspections to identify hazards, unsafe conditions, and non-compliance issues.
  • Lead or participate in hazard identification and risk assessment activities, including HIRARC, JSA, JHA, or Task Risk Assessments.
  • Recommend and monitor implementation of appropriate control measures.

3. Toolbox Talks & HSE Awareness

  • Conduct daily toolbox talks and safety briefings before work commences.
  • Communicate project-specific hazards, control measures, emergency arrangements, and lessons learned.
  • Promote HSE awareness and encourage active workforce participation in safety initiatives.

4. Permit to Work (PTW) & Worksite Monitoring

  • Ensure all work activities are carried out in accordance with the Permit to Work (PTW) system and other HSE management requirements.
  • Monitor ongoing operations to verify compliance with permit conditions, approved procedures, and safe work practices.
  • Support supervisors and work teams in maintaining safe operational standards.

5. Incident Investigation & Reporting

  • Investigate incidents, near misses, unsafe acts, and unsafe conditions.
  • Collect evidence, conduct interviews, determine root causes, and recommend corrective and preventive actions.
  • Prepare accurate HSE reports and maintain incident records.

6. HSE Documentation & Project Support

  • Maintain HSE records, inspection reports, toolbox talk attendance, risk assessments, and other project documentation.
  • Prepare daily, weekly, and monthly HSE reports as required by the company and client.
  • Support internal and client HSE audits and ensure timely closure of corrective actions.

7. Client & Contractor Coordination

  • Liaise with clients, contractors, supervisors, and project teams on HSE matters.
  • Participate in HSE meetings, site discussions, and project planning activities.
  • Provide professional HSE advice and support to ensure project objectives are achieved safely.

8. Safety Culture & Continuous Improvement

  • Promote a positive safety culture through coaching, engagement, and behavioural safety initiatives.
  • Encourage proactive hazard reporting and continuous improvement of HSE performance.
  • Support company and client HSE campaigns and awareness programmes.

Competencies & Mindset

  • Strong knowledge of Malaysian Occupational Safety & Health legislation, offshore HSE requirements, and industry best practices.
  • Good understanding of Permit to Work (PTW) systems, hazard identification, risk assessment methodologies, and incident investigation processes.
  • Strong observation, analytical, and problem-solving skills with the ability to identify hazards and implement practical control measures.
  • Effective communication and interpersonal skills, with the ability to conduct toolbox talks and engage positively with clients, contractors, and project personnel.
  • Ability to prepare clear, accurate, and timely HSE reports and project documentation.
  • Proactive, disciplined, and safety-focused mindset with the confidence to intervene and stop unsafe work when necessary.
  • High level of integrity, professionalism, and commitment to maintaining a safe and compliant working environment.
  • Ability to work independently in offshore and onshore project environments while supporting multidisciplinary teams.

Qualifications & Background

  • Malaysian Citizen.
  • Registered Green Book Safety & Health Officer (DOSH).
  • Minimum five (5) years of experience within the Oil & Gas industry.
  • Experience working with an Oil & Gas Operator is preferred.
  • Valid BOSIET and Offshore Medical certification.
  • Willingness to work offshore and travel as required by project assignments.
  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Strong communication, reporting, and interpersonal skills with experience working in multidisciplinary project environments.
