Secondary Engineer – Substations (Protection, Control & SCADA) to join our Southeast Asia T&D team and be based in our
Kuala Lumpur, Malaysia office.
Job Description
The Secondary Engineer will be responsible for the engineering design, review and implementation support of protection, control, SCADA, Substation Automation Systems (SAS), telecommunication interfaces, AC/DC auxiliary systems and secondary systems associated with high-voltage substations. The role involves supporting projects throughout the full project lifecycle, including feasibility studies, basic and detailed engineering, tendering, procurement, construction supervision, testing and commissioning of AIS and GIS substations ranging from
33 kV to 500 kV.
Key responsibilities include:
- Develop protection philosophies, protection coordination concepts, relay selection studies, protection logic, tripping and interlocking schemes, and relay settings calculations.
- Prepare and review substation control philosophies, bay control architecture, control logic, Functional Design Specifications (FDS), and station and bay-level control systems.
- Design and review SCADA and Substation Automation Systems (SAS), including communication architecture, RTUs, gateways, HMIs, signal lists, point lists, I/O schedules, and IEC 61850 implementation.
- Prepare and review secondary engineering documentation including protection single-line diagrams, three-line diagrams, AC/DC schematics, wiring diagrams, terminal block diagrams, panel layouts, and tripping logic diagrams.
- Design AC and DC auxiliary systems including battery chargers, UPS systems, battery banks, DC distribution boards, load schedules, sizing calculations, and redundancy architecture.
- Perform telecommunication engineering for optical fibre systems, OPGW interfaces, teleprotection systems, SDH/MPLS networks, communication gateways, network switches and cybersecurity requirements.
- Carry out engineering studies including protection coordination studies, relay settings calculations, and CT/VT selection reviews.
- Prepare technical specifications, Bills of Quantities (BOQs), review vendor proposals, and provide technical support during tender evaluations and procurement activities.
- Support construction, testing and commissioning activities, including Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), relay testing, SCADA integration, energisation planning, and technical troubleshooting.
- Prepare high-quality engineering deliverables including protection and control philosophies, technical specifications, engineering calculations, SCADA architecture drawings, protection settings reports, and commissioning documentation.
- Coordinate effectively with multidisciplinary project teams, clients, contractors and equipment suppliers to ensure projects are delivered safely, on schedule, within budget and in accordance with applicable standards and client requirements.
Qualifications
- Bachelor's Degree in Electrical Engineering.
- Registered Graduate Engineer with the Board of Engineers Malaysia (BEM); Professional Engineer (P.Eng.) registration is an advantage.
- Minimum 5–10 years of relevant experience in secondary engineering for high-voltage substations.
- Proven experience in 132 kV to 500 kV AIS and GIS substation projects.
- Experience in protection systems, control systems, SCADA, Substation Automation Systems (SAS), IEC 61850 engineering, RTU and gateway systems, AC/DC auxiliary systems, and secondary system design.
- Experience in consultancy projects, Owner's Engineer assignments, renewable energy grid connections, Battery Energy Storage System (BESS) projects, data centre substations and ASEAN interconnection projects will be an advantage.
- Proven experience working on Tenaga Nasional Berhad (TNB) projects is preferred.
- Proficient in AutoCAD and Microsoft Office. Experience with DIgSILENT PowerFactory is an advantage.
- Good working knowledge of IEC 61850, IEC 60255, IEC 61869, IEC 60870-5, IEC 62351, IEEE standards, TNB requirements, Suruhanjaya Tenaga requirements and the Malaysian Grid Code.
- Strong analytical, problem-solving and communication skills with the ability to work independently and collaboratively within multidisciplinary project teams.
- Willingness to travel to project sites throughout Malaysia and Southeast Asia as required.
