Job Description

Job Responsibilities

Pre-Contract

Preparation of Tender Submissions:

  • Coordinate and compile complete tender documentation, including bills ofquantities (BQ), pricing schedules, method statements, and technicalsubmissions.
  • Study drawings, specifications, and other tender documents to understandscope, identify discrepancies, and assess commercial risks.

Cost Estimating and Pricing:

  • Prepare detailed cost estimates and pricing based on tender documents,market rates, and historical data.
  • Conduct quantity take-offs from drawings and specifications usingmeasurement software (e.g., CostX, Bluebeam).
  • Analyse and incorporate subcontractor and supplier quotations.

Subcontractor and Supplier Enquiries:

  • Identify and invite suitable subcontractors and suppliers for pricing.
  • Review, analyse, and compare quotes for accuracy, completeness, andcompetitiveness.
  • Prepare interim certificates for all the subcontractors.

Tender Clarifications and Value Engineering:

  • Respond to pre-tender queries and requests for clarification.
  • Propose alternative construction methods or materials for cost efficiencyand competitive advantage.

Post-Contract

Contract Administration:

  • Administer and monitor contractual obligations in accordance withcontract conditions.
  • Review contract documents and ensure compliance with projectrequirements.
  • Maintain proper records of contractual correspondence, notices, anddocumentation.

Cost Control and Budget Monitoring:

  • Monitor project costs against approved budgets and identify potential costoverruns.
  • Prepare and update cost reports, cash flow forecasts, and budget statusreports.
  • Track committed costs and forecast final project expenditures.

Progress Claims and Payment Certification:

  • Prepare and submit monthly progress claims to clients.
  • Evaluate and certify subcontractors and suppliers interim payment claims.
  • Monitor payment status and assist in resolving payment-related issues.

Variation and Change Management:

  • Identify, evaluate, and price variation works and change orders.
  • Prepare and negotiate variation claims with clients, consultants,subcontractors, and suppliers.
  • Maintain a variation register and monitor approval status.

Measurement and Valuation:

  • Carry out site measurements and re-measurement works where applicable.
  • Prepare quantity assessments for progress payments, variations, and finalaccounts.
  • Verify quantities executed on site against contract requirements.

Final Account Settlement:

  • Prepare and negotiate final accounts with clients, consultants,subcontractors, and suppliers.
  • Ensure timely closure of commercial matters upon project completion.
  • Reconcile project costs and prepare final cost reports.
Required Qualifications & Skills:
  • At least 4 years of Experience in quantity surveying works
  • Knowledge of legal and regulatory requirements related to contracts
  • Strong organizational and administrative skills
  • Excellent communication and interpersonal skills
  • Attention to detail and accuracy in contract documentation
  • Ability to work independently and as part of a team
  • Bachelor's degree in Quantity Surveying, or related field
  • Previous experience in main contractor
  • Mandarin Speaker to effectively communicate with Mandarin-speakingclients.
