Senior HSE Specialist

The position reports to the Head of Health, Safety and Environment

Job Overview:

This role is responsible for leading and driving Health, Safety and Environmental (HSE) implementation across TIME Energy Sdn. Bhd. (TESB) and Charge N Go (CNG), with primary focus on solar installation and EV charging infrastructure activities.

The position serves as the senior HSE partner to both divisions, translating Group HSE requirements into practical controls for high-risk, multi-site and contractor-led operations. The role provides independent field assurance, strengthens operational ownership and enables safe project delivery without creating unnecessary process barriers.

The role is critical to managing material risks including work at height on roofs, electrical installation and energisation, lifting and MEWP activities, hot work, public interface and contractor mobilisation. It is accountable for identifying systemic gaps, driving timely corrective action and providing reliable HSE coverage for concurrent projects across Malaysia.

Your work life:

1. Divisional HSE Partnership & Leadership

• Act as the principal HSE partner for TESB and CNG, advising divisional leaders, project owners and site teams on risk-based decisions.
• Translate Group HSE priorities into practical divisional action plans, clear deliverables and measurable outcomes.
• Independently lead HSE interventions from gap identification through implementation, verification and sustainable closure.
• Escalate significant or unresolved HSE risks promptly to the Head of HSE and relevant divisional leadership.

2. High-Risk Operational Control

• Lead the development, implementation and field verification of controls for:
• Solar installation, roof access, work at height, anchorage, lifelines and MEWP operations
• EV charger installation, LV room access, isolation, testing, commissioning and energisation
• Lifting, hot work, power tools, traffic/public interface and other permit-controlled activities
• Ensure HIRARC/JSA, method statements, permits and emergency arrangements are suitable, understood and applied before high-risk work begins.

3. Field Assurance & Corrective Action

• Maintain a strong and planned field presence across active TESB and CNG project sites.
• Conduct risk-based inspections, audits and compliance reviews to validate actual site conditions and work practices.
• Issue clear findings, assign accountable owners and drive corrective actions to closure within agreed timelines.
• Verify the effectiveness of corrective actions and identify recurring or systemic issues requiring wider intervention.
• Provide timely HSE input during critical project stages, including pre-tender review, contractor kick-off, mobilisation and energisation.
• Support the divisional KPI for timely closure of HSE observations through accurate tracking, follow-up and quarterly reporting.
• Recommend work stoppage or immediate controls where an imminent or serious risk is identified, in line with Company requirements.

4. Regulatory Compliance & Technical Governance

• Ensure divisional activities align with applicable Malaysian requirements, including OSHA 1994 and amendments, DOSH, Energy Commission, CIDB, BOMBA, DOE and local authority requirements.
• Provide competent advice on principal employer duties, contractor controls, work at height, electrical safety and other applicable high-risk requirements.
• Coordinate regulatory inspections, audits, submissions and follow-up actions relevant to TESB and CNG operations.

5. Contractor HSE Management

• Embed HSE requirements into tender documents, project plans, method statements and contractor mobilisation requirements.
• Assess contractor HSE capability and verify that competent personnel, training, equipment and site controls are in place.
• Hold project owners and contractors accountable for HSE performance while providing practical guidance to support delivery.

6. Incident Management & Emergency Readiness

• Ensure all incidents, near misses and high-potential events are promptly reported and appropriately investigated.
• Lead or support investigations proportionate to risk, establish root causes and drive effective corrective and preventive actions.
• Coordinate statutory reporting and stakeholder communication where required.
• Strengthen emergency response arrangements for falls, electrical events, fire, rescue and public-impact incidents.
• Share lessons learned across TESB, CNG and other divisions to prevent recurrence.

7. HSE Performance, Systems & Reporting

• Maintain accurate records of inspections, observations, incidents, actions, training and contractor performance in the designated systems.
• Analyse trends and present concise, decision-ready updates to divisional leadership and Group HSE.
• Track agreed HSE KPIs and recommend targeted interventions where performance or control effectiveness falls below expectation.

8. Safe System of Work & Capability Development

• Develop and improve practical procedures, field guides and checklists for priority TESB and CNG risks.
• Deliver or coordinate targeted training, toolbox content and coaching for project owners, supervisors and contractors.
• Build operational HSE ownership by equipping line teams to identify risks, make sound decisions and intervene when controls are inadequate.
• Support Group HSE initiatives, cross-divisional assurance and other priority assignments when required.

9. Project & Change Support

• Provide early HSE input for new projects, technologies, work methods and non-routine activities involving material HSE risk.
• Review project-specific HSE plans and critical control arrangements before mobilisation and major work phases.
• Work with Engineering, Operations, Procurement, Legal and People teams to resolve HSE matters that could affect safe and timely delivery.

10. Safety Culture & Professional Accountability

• Promote a practical, open reporting culture focused on learning, prevention and timely action.
• Coach stakeholders firmly and constructively, maintaining professional independence and sound judgement.
• Represent Group HSE credibly in leadership meetings, project reviews, contractor engagements and external inspections.

To be considered, you'll need:

Education

• Bachelor's Degree in Occupational Safety & Health, Engineering, Environmental Management or a related discipline.

Experience

• Minimum 8 years of progressive HSE experience, including substantial exposure to:
• Construction, renewable energy, electrical infrastructure, utilities or similarly high-risk project environments
• Multi-site and contractor-intensive operations
• Leading field assurance, incident investigations and corrective action closure
• Driving HSE improvements at divisional or organisational level, beyond site-level compliance
• Registered Safety and Health Officer with DOSH (valid Green Book) is strongly preferred; candidates with equivalent recognised competency and directly relevant experience may be considered.

Skills & Knowledge

• Strong working knowledge of Malaysian HSE legislation and regulatory expectations, particularly DOSH, Energy Commission, CIDB, BOMBA and DOE requirements.
• Demonstrated technical understanding of:
• Work at height and fall protection for roof-based activities
• Electrical installation, isolation, testing and energisation risk controls
• Contractor governance, HIRARC/JSA, safe systems of work, PTW and emergency response
• Strong investigation, risk assessment, data analysis and report-writing capability.
