Job Description

Job Purpose

The incumbent is responsible for the effective administration, coordination and management of complaints and information relating to unethical conduct, including corruption, abuse of power, malpractice, and breaches of the Code of Conduct, in accordance with approved policies and governance standards. The role ensures that complaints are handled with confidentiality, objectivity, timeliness, and due process, and supports assessment, documentation, and follow up actions as required. Working closely with internal stakeholders and relevant units, the incumbent contributes to sound complaint management practices, compliance with governance requirements, and the promotion of a culture of integrity and ethical conduct across the organisation.

Principal Accountabilities

Complaint Management

  • To provide effective end-to-end execution on Complaint Management for misconduct of corruption, abuse of power and malpractice, as well as violation of code of conduct and ethics in MDEC as stipulated in the Whistleblowing Policy of MDEC.
  • To verify the quality of complaint based on the information/complaints in accordance with 5W1H (as per Core Functions Implementation Procedures by Malaysian Anti-Corruption Commissioner) and to prepare the preliminary report within the required timeline as well as serve as the secretariat for the Complaint Assessor(s) meeting, as and when required, for further action.
  • To monitor the implementation of the Whistleblowing Policy and any governing documents of Corrective Unit (CU) in ensuring confidentiality of information, protection of Whistleblower and end-to-end process of handling quality complaint is conducted accordingly.
  • To update the Head of CU on any integrity related matters/issues related to complaint management and ensure necessary action is taken on the information/complaints as per the Whistleblowing Policy.
  • To conduct verification activities in support of the detection and verification function, ensuring accuracy, completeness, and compliance with governance requirements.
  • Manage and ensure confidentiality as well as security of all digital information and evidence or any records including compliance with the Personal Data Protection Act (PDPA) 2010.

Governance Advisory & Preventive Measures

  • Conduct risk assessment, develop and recommend governance, compliance, and risk mitigation measures.
  • Liaise with external oversight bodies such as the Malaysian Institute of Integrity, National Centre for Governance, Integrity & Anti-Corruption, and other regulatory agencies to align practices with national standards.
  • Conduct regular reviews of detection mechanisms and propose preventive measures to strengthen organisational controls.
  • Plan and deliver integrity, governance, and anti-corruption awareness programmes for internal and/or external stakeholders.
  • Play a supporting role and contribute to the implementation of the department's activities, such as MDEC's Organisational Anti-Corruption Plan (OACP) and the Anti-Bribery Management System (MS) ISO 37001:2016.

Other Duties

  • Track and report KPIs related to investigation efficiency, resolution rates, and training outcomes.
  • Provide regular updates to the Head of Department and Manager on trends, risks, and emerging threats.
  • Undertake any related projects, cross-functional initiatives, or assignments as required by the Manager, CU or Head of Department.

  • Continuously enhance competency in investigation, verification, and corrective practices through relevant training, certifications, and professional development activities.
  • Apply lessons learned from corrective cases to improve investigation approaches, tools, procedures, and preventive controls.
  • Demonstrate ethical conduct, professional judgement, independence, and accountability in all corrective and investigation related work, reinforcing trust and integrity across the organisation.

Qualifications

JOB REQUIREMENTS

  • Bachelor's degree in any related field with a minimum of 5 years of relevant working experience (Investigation, audit including audit investigation, compliance or industrial relation field is an advantage).
  • Certified Integrity Officer (CeIO) by Malaysia Anti-Corruption Academy shall be prioritized.
  • Certification for any professional qualification/certification from the Malaysian Institute of Integrity (IIM) and/or other associations are preferred.
  • Good understanding and knowledge on National Anti-Corruption Plan (NACP), National Anti-Corruption Strategies, Corporate Governance, Government's directives or guidelines, Malaysian Anti-Corruption Commission Act and other relevant law and regulations. Hands-on experience in governance, risk management, and compliance.

Experience

  • Minimum 3–6 years of relevant working experience in corrective, investigation, verification, compliance, integrity, risk management, internal audit support, or related control and assurance functions.
  • Hands on experience in supporting or conducting investigations, verifications, fact finding, or assessments relating to integrity, ethics, governance, or regulatory breaches.
  • Exposure to integrity risk identification, corrective actions, preventive controls, or monitoring of follow up actions arising from investigation or review outcomes.
  • Proven ability to coordinate and work with cross functional stakeholders (e.g. HR, Legal, Risk, Operations) in managing integrity or compliance related cases within a structured governance framework.
  • Experience in government linked companies (GLCs), statutory bodies, or public sector organisations is an added advantage.

Tool Sets

  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint) to support investigation documentation, evidence tracking, data analysis, reporting, and preparation of management or committee presentations.
  • Familiarity with integrity, compliance, or risk management tools (manual or system based) used for case tracking, monitoring corrective actions, maintaining records, and supporting audit or investigation trails.
  • Exposure to learning management systems (LMS) or training coordination tools to support investigation related briefings, awareness sessions, and follow up actions arising from corrective or preventive measures.
  • Experience using survey, assessment, or structured review tools (e.g. integrity perception surveys, risk assessment templates, verification checklists) to support fact finding, data gathering, analysis, and reporting.
  • Working knowledge of integrity and governance frameworks, including Codes of Conduct, whistleblowing policies, investigation or verification procedures, and ISO 37001 Anti Bribery Management System (ABMS) requirements, particularly as they relate to corrective and preventive controls.
