Job Description

Job Purpose

  • Involve in the defining, designing and implementation of learning solutions to support business transformation within the Group.
  • Continuously, engage NTCs, managers, and learners in their learning journey.
  • Support in the promotion, adaption, and deployment programs within the Group and secure learners engagement in all talent and learning and development programs.
  • Drive the development and implementation of innovative online learning programs through online platform e.g Learning Management System (LMS).
  • Ensure accurate and timeline data collection and preparation for reporting and decision-making.

Key Accountabilities

  • Assist in the assessing learning needs within EDOTCO by collaborating with Department Heads and Managers.
  • Design and develop training programs, workshops, e-learning courses and materials to address the identified needs.
  • Execute the development of the Group and Malaysia Learning Plan and budget in alignment to EDOTCO and NTC's business strategy and learning investments which includes onboarding, skill development, and compliance programs.
  • Ensure effective communication, adoption and deployment of the Group Learning curriculum that meet and accommodate to local requirements.
  • Evaluate the effectiveness of training programs through feedback, assessments, and performance metrics.
  • Track and report on training progress, attendance and completion rates.
  • Ensure the correct application and tracking of HRDC levy funds, ensuring compliance with relevant guidelines.
  • Monitor the execution of the Group and Malaysia Learning budget and HRDC levy balances.
  • Collaborate and coordinate with external learning providers when needed to source specialized learning programs.
  • Responsible for registration and communication for external learning programs.
  • Drive the deployment and coordination of learning programs, including pre-program setup, participant and facilitator coordination during the program, post-program tracking and feedback compilation, vendor liaison, and invoice processing.
  • Provide grassroots feedback to support the design and development of Group and NTC learning and development curriculum.
  • Plan and drive the implementation of platform adoption strategies e.g Linkedin Learning, Learning Management Systems etc.
  • Lead, standardized and maintenance of group wide training record to ensure data are upkept accurate and up to date for timely decision making and for auditing purposes.
  • Maintenance of TMOD shared drive to ensure all information related to TMOD are categorise and achieve accordingly.
  • Play the facilitation role during key events and support key learning events across Group and NTCs.
  • Any other ad-hoc HR projects or work tasks as assigned by the superior.

Qualification, Skills & Experience

  • Bachelor's Degree in HR Management, Organization Development, Psychology, Organizational Behavior or its equivalent.
  • 3 – 5 years relevant experience, preferably with eLearning, Learning & Development or Organizational Development background.
  • Telecommunications Industry experience would be advantageous.
  • ASEAN experience would be advantageous.
  • Knowledge and understanding of diverse virtual platforms, digital, virtual communication, etc.
  • Experience with L&D tools, technologies, and platforms.
  • Detailed-oriented with excellent organization skills and ability to multitask.
  • Ability to work under pressure and independently and meet tight timelines.
  • Resourceful, independent, analytical and is self-driven with high degree of professional integrity.
  • A team player and possess a customer-focused attitude.
  • Excellent communication, interpersonal skills, confidence, and maturity to interact effectively with employees of all levels.
  • Intermediate to advanced Excel and PowerPoint skills.
  • Canva designing experience is preferred.
  • Digital acumen. Demonstrate sound experience in PowerBI, Microsoft365, e-learning tools and Learning Management Systems.
  • Strong program management skills.
  • Well-versed with external vendor management, including selection, evaluation, and delivery.
  • Proven ability to use data analytics to inform program design and to evaluate program effectiveness.
  • Possess curiosity and adaptability to experiment new learning methods.
