Job Description

Job Purpose

Accountable to assist the TQM Manager in strategizing & consult the planning, control & monitoring of quality related matters across the company which include projects, retail, commercial & departments and consult ongoing projects carried out as per PQHSEP/PQCP, design intent, construction drawings, sales and purchase agreement, approved drawings, brochures, approved materials etc. and analyse & identify the defect to improve the overall quality of current and future projects.

Job Accountabilities

Periodically Quality Assessment

  • Assisting Head of TQM in establishment of the Quality Management System for UEM Sunrise including workplace inspection in reviewing the effectiveness and efficiency of the implemented programmes mentioned in the Project Quality & HSE Plan (PQHSEP) by ensuring Doing It Right First Time prescription to be achieved as well as to carry out Technical Findings for Mock-up units i.e., identifying discrepancies and abnormality & propose corrective action.
  • Initiate, plan, consult and conduct assessments to retail & commercial projects to ensure the required Quality standards achieved for reworks, refurbishment, maintenance, and any new projects.

QA & Continuous Improvement Initiatives

  • Assisting in consulting the implementation of CIDB QLASSIC assessment /inspection for Structural and Architectural work at site as per contract requirement in stages as specified in Contract Document and taking the lead role in promotion of QLASSIC among the UEMS staff and the ability to apply such knowledge.
  • To assist on coordination and following up activity for the Ongoing Continuous Improvement projects to ensure that the projects will continue to progress according to the given timeline.

IMS Processes & Procedures Audit

  • Assisting in consulting of the Project Quality, Health, Safety & environmental Plan (PQHSEP) and Project Quality Compliance Plan (PQCP) & Inspection & Test Plan (ITP) Register as required by the standards.
  • Perform the audit process/site inspection/technical findings for ongoing developments with reference to the SPA approved construction drawing and ISOP
  • To provide the recommendation for further QA improvement activities in order to meet the departmental objectives for Continuous Improvement.
  • Assisting in ensuring the applicable procedures and practices are in accordance with the latest ISO certifications that has been subscribed.

Education and Awareness

  • To implement the QA related communication, promotion and training for Property Development
  • To promote QHSE Day and ROAR Implementation
  • Assisting in plan, implement and monitor the Quality related training for UEM Sunrise staff and related vendors towards effective Quality implementation at all UEM Sunrise's place of work.
  • Identifies the implications and possible consequences of product/services to be developed and draws logical conclusions, providing options and recommendation on product/concept to be chosen i.e. IBS, Modern Method Construction, Green Initiatives, innovative materials, new construction method.

Defects Investigation, Analysis, Reporting and Implementation

  • Able to perform end to end quality processes independently (inspection, assessment, analysis, report & follow up action). Analyse underlying causes of incidents using appropriate tools (e.g. Cause-and-effect diagram, check sheet, Control chart, Histogram, Pareto chart, Scatter diagram, run chart)
  • To carry out defects investigation, reporting and review of defects management in a systematic way, in accordance with UEMS requirements

  • Deliver thorough presentation on defects investigation and action plan

Project Reporting

  • To prepare technical findings for the Projects Developments through site visit and identifying discrepancies and abnormality on site and prepare reports for Corrective Action
  • Undertakes any other tasks and assignments as directed by the Management.

Qualifications & Technical Competences

  • Bachelor's degree Specialized in Civil / M&E / Building / Sciences / or any equivalent discipline.
  • Minimum five (5) years working experience in Quality Management System in Construction Industry
  • Familiar and knowledgeable with QLASSIC Assessment skills.
  • Knowledge in ISO 9001:2015 Quality Standards, testing procedure and data analysis.
  • Technical Inspection Capabilities & Reporting skills.
  • Data Driven Decision Making & Risk Based Thinking
  • Possess in Qualified QLASSIC Assessor is an added advantage.
