Job Description

Role Purpose

Lead the conduct of research and training in FSSP to ensure high quality research output, comprehensive and relevant learning contents and effective delivery of learning programmes to make SEACEN the preferred regional learning hub.

Research

  • Conduct research in financial stability, regulation, and payment to contribute to building knowledge in SEACEN members and enhancing the Centre's learning programmes, including curriculum development and the development of training materials.
  • Prepare and assist in drafting background papers for high-level seminars such as the SEACEN Centre's high-level meetings including EXCO, Deputy Governor Meetings and Board of Governors.
  • Serve as a lead researcher for the selected collaborative projects and contribute to the Centre's research as requested.

Learning

  • Leverage on research outcomes for the design and development of cutting-edge content for case studies, research output and publications, and in the delivery of learning and research programmes.
  • Serve as a speaker and chair for SEACEN events; as well as external events to engage regional member institutions and facilitate case studies and learning materials at the relevant training courses/workshops/seminars.
  • Serve as a Course Director and Project Lead/Co-Lead for SEACEN events and learning programs to conceptualize, design, and execute them.
  • Develop learning content for the SEACEN Centre's training programmes in collaboration with strategic partners, member institutions and the SEACEN Centre's instructional designers to ensure that the SEACEN Centre has a comprehensive learning solution to meet members learning needs.
  • Develop ties with subject matter experts and researchers in member central banks and other strategic partners to leverage on their expertise and resources and feedback to support case study activities and learning materials development.
  • Strengthen alliances and network with reputable international/regional research institutions and advanced central banks to enhance quality of research and learning contents.
  • Contribute to the Centre's learning and development programs as requested.
  • Project Management: Ensures efficient and effective planning, implementation, administration and management of learning and development budget for the events and programs in charge and in compliance with internal administrative procedures.
  • Strategy development: Contributes to meeting the strategic goals of the SEACEN Centre by functioning as a key member of the annual strategic planning meeting and providing inputs.
  • Builds the SEACEN Centre's capabilities by adequately coaching and mentoring subordinates to undertake the relevant work.
  • Interfaces with key stakeholders:
  • Internal: Director FSS & PSS and Executive Director
  • External: Central bank supervisors and financial surveillance staff, financial market analysts, rating agencies and financial stability policy institutions (BIS, FSI, etc.)
  • Perform tasks and projects as needed to support the Centre's objectives.
  • Required to work closely with peers across different teams, including finance and operations.

Qualification / Experience

  • Qualification: Bachelor's degree in Economics, Accounting, Banking, Finance or equivalent from an accredited university. A graduate degree in a relevant field is a plus.
  • Experience: A minimum of 7-year relevant working experience preferably at a central bank, financial regulator or multilateral financial institution with in-depth, hands-on expertise in financial supervision and stability related matters. Teaching or instructional experience is a plus, and effective oral and written communication skills such as the ability to write technical articles and briefing papers, is a necessity.
