Job Description

Job Title: Senior HR Executive (Marine Civil & Dredging Operations)

Location: Singapore

Employment Type: Full-Time

Job Summary

We are hiring an experienced HR Specialist to drive workforce administration and statutory compliance for our marine dredging, land reclamation, and coastal engineering projects. Reporting to management, you will lead end-to-end MOM Work Pass operations, ensure continuous compliance under BCA , and oversee regulatory alignments with the Maritime and Port Authority of Singapore (MPA).

Key Responsibilities

HR

  • Manage and support a broad range of HR functions, including end-to-end cycle recruitment and selection, learning and development, compensation and benefits, employee engagement, and HR policies and initiatives
  • Oversee end-to-end applications, renewals, cancellations, and appeals for EP, S Pass, Work Permit (WP), and Dependent's Pass via myMOM Portal, WPOL, and EP Online.
  • Track foreign worker quota
  • Coordinate vessel crew onboarding and offboarding, medical checkups, Security Bonds, thumbprint appointments, and statutory safety certifications (Work Over Water, Advanced Harbour Craft Safety Course).
  • Manage monthly payroll processing and ensure accurate and timely submission of CPF contributions and other statutory payments in compliance with applicable regulations
  • Develop, review, and update HR policies, procedures, guidelines, and employee-related documentation in line with organisational requirements and applicable regulations

BCA Licence Maintenance & PRS Compliance

  • Maintain active status and audit readiness for renewal.
  • Manage skill tier registrations via the BCA Personnel Registration System (PRS) to maintain CoreTrade, Multi-Skilling, and Direct R1 workforce quotas.
  • Track qualification and employment records of key statutory personnel (Approved Persons and Technical Controllers) to ensure continuous compliance with BCA licensing criteria.

MPA & Marine Site Administration

  • Coordinate with Operations and Safety teams to align site/vessel personnel deployment with MPA Port Limits Working Permits and harbour craft crew manifests.
  • Schedule mandatory safety training with BCA and MOM-accredited CETCs for dredging and reclamation crew members.
  • Serve as the main point of contact for MOM, BCA, and NEA statutory audits regarding manpower deployment and training documentation.

Candidate Requirements

  • Marine Civil Sector Expertise: Holds direct experience executing HR operations for marine dredging, coastal management, and land reclamation projects.
  • BCA License & Personnel Management: Fully proficient in renewing and maintaining BCA Workheads via the BCA Personnel Registration System (PRS), tracking CoreTrade, Multi-Skilling, and Direct R1 skill-tier ratios, and ensuring statutory key personnel (Approved Persons / Technical Controllers) meet compliance standards.
  • MOM Work Pass & Regulatory Compliance: Hands-on mastery of foreign workforce quota allocation (DRC), monthly manpower levies, and processing EP, S Pass, and Work Permit applications/renewals through myMOM Portal, WPOL, and EP Online.
  • Degree in Human Resource Management or Business Administration equivalent
